Mr. McNulty: The Government's latest spending plans for London were set out in the Ten Year Plan for Transport, and its subsequent
progress report "Delivering Better Transport". Spending plans and priorities are regularly reviewed. We will consider the case for
additional resources put forward by TfL in their latest business plan in the run-up to next year's spending review, as well as the
Mayor's emerging London Plan, which sets out his vision of the development of London over the next 15-20 years.

Mr. Tyrie: To ask the Deputy Prime Minister (1) if he will estimate what the level of grant increase to West Sussex County Council

population; and by how much this would differ from the revised level of settlement following the announcement in the Pre-Budget

Mr. Raynsford: The increase in formula grant (i.e. Revenue Support Grant plus Redistributed Business Rates plus Police Grant) for
West Sussex County Council would be £7,581,434.
This has been calculated as follows: (a) Total grant for England in 2004-05 minus total grant in 2003-04 on a like for like basis
i.e. £46,116,848,766-- £43,705,512,675--£2,411,336,091; (b) Mid-2002 population estimate minus mid-2001 population estimate for West
Sussex County Council i.e. 755,855-- 754,254=1,602; (c) The result of (b) multiplied by the Share of Assumed National Council Tax
given in Annex B of the draft Local Government Finance Report (England) 2004-05 i.e. 1,602 * 0.740845 = 1,186.833690 (d) The result
of (c) is then divided by the sum of (c) for all authorities i.e. 1,186.833690 / 377,482.000000 0.003144 (e) The result of (d)
multiplied by the result of (a) i.e. 0.003144 * 2,411,336,091 = 7,581,434
Please note that the mid-2001 population estimate used was that published by the Office for National Statistics on 10 October 2002,
since these were the population estimates used in the calculation of the 2003-04 Formula Spending Shares. Following the approval by
Parliament of the 2003-04 Local Government Finance Settlement, the mid-2001 population estimates were revised. An Amending Report
for 2003-04 to reflect the revised mid-year estimates will be submitted to the House for approval in due course.
Since in all areas of England council services are supplied by more than one type of authority the change in population in an area
has to be divided between the authorities supplying services in an area. For the purpose of the above calculation we have used the
share of assumed national council tax given in Annex B of the draft Local Government Finance Report (England) 2004-05 to split the
change in population between types of authority.
The proposed increase in grant for West Sussex in 2004-05 is £17,132,188, this is an increase of 4.5per cent. on the 2003-04 formula
grant on a like-for-like basis.

Mr. Bradshaw: The Seabirds at Sea survey is a part Government funded national survey under the JNCC management. The survey does not
cover all our seas on an annual basis, but areas of our seas have been selected each year since 1979. In the main our knowledge of
the distribution of bird populations in the offshore environment comes from species surveys, many of which have been done in
response to development pressures and some of which have been part funded by the country conservation agencies.
In addition to this work some information is gathered on both numbers and distribution around our coasts from the BTO/WWT/RSPB/JNCC
Wetland Bird Survey, which is the part-government funded national scheme for counting waterbirds in the UK. This scheme relies on
observers on land and therefore does not provide full coverage of birds that use the open sea.
The JNCC and WWT are, within their partnership, currently developing a strategy for monitoring sea ducks, divers and grebes, and
JNCC will present this to government as formal advice in 2004.

While there is no national scheme we do know that that the UK wintering population of common scoter is estimated to be 50,000
individuals (Kershaw and Cranswick. 2003. Biological Conservation 111: 91-104) and those of other species can be found on the WWTs

The distributions of these birds can be found in the JNCC publication "An Atlas of seabird distribution in north-west European
waters" (Stone et al. 1995).

Mr. Carmichael: To ask the Parliamentary Secretary, Department for Constitutional Affairs when he plans to release the 1911
decennial population census for England and Wales. [141913]
Mr. Leslie: The 1911 census returns, now in the custody of the National Archives, are currently closed for 100 years by Lord
Chancellor's Instrument no. 12 of 1966, on the grounds that the information was supplied in strict confidence. s5(2) of the Public
Records Act 1958 provides for the extension of the normal 30-year closure period in such cases. The National Archives is, therefore,
currently considering ways of making the 1911 census data generally available to the public at the end of the 100 year closure
period.

Ruth Kelly: Spending plans were set out in the 2002 Spending Review for 2003-06, which included significant resources for
infrastructural investment in all areas of the UK, including in London. The allocation of these resources takes in to account a
number of factors, some of which relate to population. The Spending Review 2004 will also take into account these factors.

Vera Baird: To ask the Secretary of State for the Home Department what plans he has to survey the women's prison population to
determine prisoners' home locations in order to facilitate resettlement. [141620]
Paul Goggins: There are no plans currently to conduct such a survey. As at 30 September (the latest date for which information is
available) 50 per cent. of the women prisoners who gave details of their home addresses were held under 50 miles from home. 26 per
cent. were held between 50 and 100 miles from home, and 24 per cent. were held more than 100 miles away from their home address.
The provision of housing advice and support is being strengthened in women's prisons, especially in those with a local function, and
wherever possible the Prison Service aims to hold prisoners in establishments that are near to their homes or to the courts dealing
with their cases.
