The Partnership has recently prepared a small booklet "South Sefton Partnership-- The Story So Far" which aims to illustrate steps taken to date on these four key objectives. The steps taken in respect of this objective are as follows: Supporting the creation of the 13 Neighbourhood Action Groups (NAG) in South Sefton to co-ordinate regeneration activity at local level. Creating and funding 12-month Making it Real capacity- building project to help the NAGs complete neighbourhood audits and develop local action plans. Creating the NAG Support Team and the NAG Development Fund to support the on-going work of the NAGs at neighbourhood level. Funding a consultation exercise, run by Venus, to identify ways that young people can be actively involved in the regeneration process. Funding the Neighbourhood Skills Works project to provide NAG members with the skilled required to play an active role in local regeneration activities. Funding the Volunteer Support Project in Netherton and Litherland which aims to help groups provide a high-quality youth services through training and supporting volunteer workers. Launching the South Sefton Key Fund, a project to provide groups with easy access to grants of up to £10,000 to support community projects in South Sefton.

[128880] Jacqui Smith: This is one of South Sefton Partnership's four key objectives. The Partnership has recently prepared a small booklet, "South Sefton Partnership--The Story So Far", which aims to illustrate steps taken to date on these four key objectives. The steps taken in respect of this objective are as follows: developing the South Sefton Investment Centre project, which will provide much-needed managed workspace for small businesses and generating income for community projects beyond the lifetime of the Partnership; creating the South Sefton Small Firms Loan Fund, a seedcorn finance scheme run through Merseyside Special Investment Fund; launching two grant schemes for local companies. Gateway to Growth supports investment in capital equipment and Improve Your Lot supports improvements to sites and premises; funding a major study into the redevelopment of Bootle town centre with the aim of attracting investment and jobs to South Sefton and supporting the first phase of the improvement work; supporting an important study into the regeneration of Crosby Marina, creating anew watersports and visitor centre; funding a project providing grant assistance to small retail businesses to enable them to improve the security of their premises; funding the new post of Business Liaison Officer to promote the further development of the South Sefton Business Forum and the Partnership funded grant schemes; and funding the demolition and clearance of the former Secrets nightclub in Litherland to create a site for possible future use for housing.

[128879] Yvette Cooper: This is one of South Sefton Partnership's four key objectives. The Partnership has recently prepared a small booklet "South Sefton Partnership--The Story So Far" which aims to illustrate steps taken to date on these four key objectives. The steps taken in respect of this objective are as follows: Establishing the Green It Clean It Mean It environment fund which provided each Neighbourhood Action Group with 10,000 to undertake local `green' improvements. Supporting the new-build premises of the successful Feelgood Factory health initiative which will provide advice on healthy living, training courses, alternative therapies and a cre¬che. Employing an Active Communities Co-ordinator to give South Sefton residents improved access to sports opportunities. Funding a new mobile police station for the area to improve relationships with local communities, provide a more visible police presence. A new community safety officer post has been created. Funding an Environmental Hit Squad in the Linacre/Derby area to improve the physical appearance and cleanliness of the neighbourhood and look at ways to reduce the rat population. Working with Sefton Council Housing Market Renewal on a £500,000 alleygating initiative to improve the local environment and reduce crime in terraced street across South Sefton. Creating the post of a Co-ordinator to work with the Neighbourhood Action Groups on developing and implementing community safety projects. Funding important feasibility studies into the restoration of Bootle Derby Park and upgrading the local stretch of the Leeds- Liverpool Canal.

The steps taken in respect of this objective are as follows: Establishing an Intermediate Labour Market scheme to act as a `bridge' back to work for long-term unemployed residents. Developing the Sefton@Work project which will help unemployed South Sefton residents gain access to jobs and training through advice, guidance and placement services and encouraging local firms to recruit local people. Improving educational opportunities for South Sefton residents through an adult community learning programme in local schools. Helping 12 local people to find work as teacher's assistants within South Sefton Education Action Zone schools. Supporting the Bootle-based Independence Initiative which helps ex- substance abusers to access training and work. Funding the Seaforth Older Children's Service (SOCS) which provides childcare in school holidays allowing local people to retain jobs that might otherwise be at risk. Providing laptop computers for looked-after children in the area to help to improve their hitherto below-average levels of success in GCSE exams. Supporting Sefton council's IMPACT project which provides vocational experiences for pupils who find traditional school subjects are not for them.

Mrs. Curtis-Thomas: To ask the Secretary of State for Education and Skills which wards and programmes within Sefton have benefited from (a) Connexions, (b) Connexions Summer Plus, (c) Transforming Youth Work Development Fund and (d) Lifelong Learning Partnerships. [124517] Margaret Hodge: The information is as follows: Connexions Greater Merseyside Connexions Partnership (which covers the whole of Sefton) opened in September 2001. Connexions offers advice, guidance and access to personal development opportunities for all young people aged 13-19 years old (or up to 25 years old if the young person has a learning difficulty or disability). Since April 2002, significant help has been given on 29,500 occasions to young people in Sefton. Positive Activities for Young People (previously Connexions Summer Plus) Positive Activities for Young People (PAYP) is a new programme for young people, which provides diversionary activities during school holidays. This programme is being delivered by Greater Merseyside Connexions. In Sefton, 210 full-time places will be provided under PAYP from mid July this year with activities focused on the southern end of the borough. In addition, a minimum of 60 young people will receive targeted support from key workers to ensure that they join and stay with the programme and return to education, training or employment after the holiday period. Activities will focus on providing young people with opportunities to help them fulfil their potential, as well as diverting them away from crime. The PAYP scheme will include sport, developing skills as DJs, arts, activities promoting the cultural diversity of the area, and outdoor adventure. These will be available throughout the school holiday periods at times appropriate to meet the needs of young people. Transforming Youth Work Development Fund The aim of the TYWDF is to raise the overall quality and quantity of youth work. Sefton has received £48,989 from TYWDF in 2003-04. (This amount adds to the budget provided by the local authority from its education resources). Sefton Youth Service has used some of this funding to help develop a project called `Youth Only Zone', working with the police and Leisure services. This project focuses on tackling anti-social behaviour and street crime by young people. It gives youth workers and the police a number of options to offer young people through a range of activities provided in leisure centres. Last year, 500 young people became involved in `Youth Only Zone' through the Youth Service. Sefton police have also reported a 20 per cent. reduction in calls about juvenile nuisance since the start of the project. Lifelong Learning Partnerships Lifelong Learning Partnerships bring together local learning providers (ranging from voluntary sector to Further Education/Higher Education Institutions) and others such as local government, Connexions Service, trade unions, employers and faith groups. The Partnerships have two core roles; to promote joint working between partners in support of lifelong learning and to maximise the contribution of learning to local regeneration. From April 2003, funding is routed through the LSC with Sefton Lifelong Learning Partnership receiving £74,512.

[124386] Yvette Cooper: Due to the nature of the grants it is difficult to break down allocated funds to specific wards. Here are the programmes that have received funding: (a) £4.852 million (2003-4). (b) £7.37 million (2002-03), £7.191 million (2003-04). (c) £713,000 (2002-03), £720,000 (2003-04). All the above can be borough wide. Major repairs allowance is only for use on local authority stock. (d) £12.671 million (2001-04), £16,893 (2004-06)-- Neighbourhood Renewal Fund is not prescribed, but intended for spend in the most deprived wards. (e) £435,423 (2001-04), £290,282 (2004-06)--for use to set up a borough-wide community network. (f) £651,015 (2001-04), £657,050 (2004-06) Community Chest. £128,996 (2001-04), £154,796 (2004-06) Community Learning Chests. (g) The Office of the Deputy Prime Minister does not hold information on levels of European funding at ward level. Also, as the Objective One programme is Merseyside-wide in scope, a substantial amount of programme-funded activity will be delivered by organisations that have a pan-Merseyside remit. A project based in one particular area (often at the organisations head office) will therefore draw beneficiaries, or have benefits, and spend money outside its immediate locality. However, Sefton will benefit from the £160 million invested through Objective One in Merseyside in 2002. (h) Areas that receive Objective One monies are not eligible for either Objective Two or Objective Three funding, therefore, it is nil return. (i) See above. (j) There are seven Community Champions receiving a total of £7,257.09. Current Community Champions include: Colette Sheerin Oscroft, No. 35--£416; Tony Roberts, No. 63--£1,000; Ian Mackinson, No. 65--£180; Margi Robinson, No. 73--£1,209.82; Mary French, No. 74-- £457.50; John Cunningham, No. 76--£2,000; Eileen Green, No. 100--£1,993.77. (k) Nil return. Sefton does not receive Pathfinder Young CC as they are not an eligible area. DfES ran a national competitive bidding process which Sefton did not enter. (l) £500 in 2000 to help the local authority with Local Agenda 21 issues. (m) Between 1998 and 2002, Government Office for the North West employed an energy and environmental adviser who visited 87 businesses in the Sefton area promoting environmental management and resource efficiency. This cost GONW approximately £9,000. (n) Sefton has been awarded £298,500 (2003-4). (o) There are no Wardens Schemes being managed by GONW in Sefton at present. (p) £21,000 (2001-02), £29,000 2002-03, £29,000 2003-04. Match funding has also been obtained for all three years from the South Sefton Partnership and all South Sefton wards have been benefited. (q) £50,000 awarded for the years 2001-03. (r) Allocated on a regional level for 2002-03. Awarded six days consultancy to Sefton CDRP to develop a partnership--Training Needs.
