Mr. Drew: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the peace talks in the Sudan, with specific reference to the situation in Darfur. [142308] Mr. Mullin: We are optimistic about the prospects for peace between the Government of Sudan and the Sudanese People's Liberation Movement. Much progress has been made since the Inter-Governmental Authority on Development (IGAD) sponsored talks re-started in June 2002. Agreement has been reached on the key issues of self-determination for the south and the application of Sharia law. A Memorandum of Understanding on a cessation of hostilities for the duration of the peace talks was signed in October 2002, and a monitoring mechanism established. Most recently, on 25 September 2003, a framework agreement on security arrangements during the interim period was reached. The talks, adjourned for Ramadan, re-started in Naivasha on 1 December. Various issues still need to be resolved, notably power and wealth sharing arrangements and the three conflict areas (of Southern Blue Nile, the Nuba Mountains and Abyei). But we are hopeful that the parties will reach agreement this year or early next. We continue to offer the parties and mediators our full support and advice and remain actively involved in helping them reach a comprehensive peace agreement. We remain concerned about the situation in Darfur. I discussed the matter with the Sudanese Ambassador on 2 December. We are pressing the Government of Sudan to ensure unrestricted humanitarian access to Darfur. This would allow a fuller assessment of the situation and enable relief agencies to provide support to the most vulnerable. And we are urging all parties to engage constructively in the Abeche peace talks. All sides should know from bitter experience that a military solution is not in prospect, and that peace and reconciliation offer the only real chance of a brighter future.

[136905] Mr. Mullin: The main points of the Memorandum of Understanding on Cessation of Hostilities signed on 15 October 2002 in Kenya between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) are as follows: the parties agree to create and maintain a conducive atmosphere throughout the negotiations; to cease hostilities in all areas and ensure military stand down for all forces; to freeze media wars and allow unimpeded humanitarian access to all areas. The negotiations between the Government of Sudan and the Sudan Liberation Movement (SLM) in Chad, with the Chadian Government as mediators, are separate. We are aware of reports that the Government of Sudan have resumed military activities close to Sudan Liberation Movement (SLM) areas. The Government of Sudan has stated that it had bombed areas controlled by other militias who rejected the cease-fire. We are seeking corroboration of the reports including by visits by members of our embassy to the area. The parties have now signed a joint communique« resolving to meet in one month to discuss the political and wealth sharing annexes of the draft agreement. There has also been agreement on humanitarian access. We view these as positive steps.

Angus Robertson: To ask the Secretary of State for International Development what the average nutrition levels are (a) globally, (b) for each continent, (c) in each of the EU member states, (d) in each of the ex-Soviet Union states, (e) in each country in Africa and (f) in West Darfur; and if he will make a statement. [136643] Hilary Benn: Worldwide, the Food and Agriculture Organisation (FAO) estimated that 840 million people were undernourished in 1998-2000. These figures include 11 million in the industrialised countries, 30 million in countries in transition and 799 million in the developing world. There is no single measure of nutrition levels: different indicators measure different aspects of nutrition. The attached table, based on data in the World Bank's 2003 World Development Indicators, gives figures for three of these indicators where they are available. Recent reports from West Darfur, Sudan, using rapid assessment techniques indicate very high levels of malnutrition among people displaced by conflict. Relief agencies are seeking, as a matter of urgency, to investigate further using standard assessment methodologies. The Department for International Development (DFID) is concerned about the situation in all parts of Darfur. DFID has recently provided Save the Children UK with £500,000 for a humanitarian intervention. DFID has also agreed to provide £1 million to UNHCR for Sudanese from Darfur who have sought refuge in Chad. DFID is planning an additional £1 million contribution to the 2003 International Committee of the Red Cross (ICRC) Appeal for Sudan and a £2 million contribution to the World Food Programme Emergency Operation in Sudan, in response to the situation in Darfur. Other interventions, through international NGOs and United Nations agencies in Darfur, are being considered.
