Mr. Pound: To ask the Secretary of State for Health (1) what steps have been taken to implement the recommendations of the Kennedy

Ms Rosie Winterton: [holding answers 29 November 2004]: "Learning from Bristol: the Department of Health's Response to the
Report of the Public Inquiry into children's heart surgery at the Bristol Royal Infirmary 1984-1995",--Cm 5363--was published on
17 January 2002. In it, we accepted the broad principles on which the Kennedy Report was based and agreed with most of the
198 recommendations.
Since then, much progress has been made on the key themes of the response: patient empowerment; strengthening professional
regulation and inspection; improving children's services; ensuring safety of care; improving management and leadership; and
improving information, decision making and performance monitoring.
Examples of the actions taken to date include major reforms to the healthcare regulatory bodies and the creation of the Council for
Healthcare Regulatory Excellence to oversee them; a review of the national health service complaints procedure and publication of
guidance on whistle-blowing; the launch of the "Informed Patient" project, designed to make quality information available to
patients; the establishment of the Commission for Health Improvement--now the Healthcare Commission--and National Patient Safety
Agency; the launch of the National Institute of Clinical Excellence interventional procedures programme; and the publication of the
national service framework (NSF) for children, young people and maternity services in September 2004. The standards for children's
hospital services were published in April 2003, ahead of the rest of the NSF.
In regard to continuing development, all healthcare professionals have a duty to maintain their knowledge and keep their skills up
to date. Since April 2002, over £80 million has been invested in the development of an infrastructure for continuing
professional development in the NHS.
We are not aware of any specific impact from the disbandment of national courses for multi-professional groups on paediatric cardiac
education.

Tim Loughton: To ask the Secretary of State for Health how much money has been invested in paediatric services at the Cheltenham

Ms Rosie Winterton: It is for primary care trusts (PCTs), in partnership with strategic health authorities and other local
stakeholders, to determine how best to use their funds to meet national and local priorities for improving health, tackling health
inequalities and modernising services.
Between 2003-04 and 2005-06, Cotswold and Vale PCT, which commissions services from the Gloucestershire Hospitals National Health
Service Foundation Trust, which is in turn responsible for the Cheltenham General Hospital, will receive an increase in its
allocation of £42.2 million, equivalent to 28.87 per cent., for health care services, which includes paediatric
services.

Tim Loughton: To ask the Secretary of State for Health what additional ambulance services will be available to transport child
patients to the Gloucester Royal Hospital if proposals to transfer dedicated round- the-clock children's services at the Cheltenham
General Hospital go ahead. [203244]
Ms Rosie Winterton: Following the "Shifting the Balance of Power" initiative, responsibility for local services now lies with the
local national health service. It is now for primary care trusts (PCTs), in partnership with other NHS organisations in their area,
to determine how best to meet national and local priorities for improving health, tackling health inequalities and modernising
services, based on the specialised knowledge they have of the local community.
However, I am informed that the Gloucestershire Ambulance Service NHS Trust has had extensive dialogue with the Gloucestershire
Hospitals NHS Foundation Trust in regard to the impact of the local review of children's services. Some of the proposed developments
will be introduced regardless of what changes, if any, are introduced as a result of the children's services review. Areas concerned
are as follows: In order to ensure that children receive prompt appropriate treatment for their condition, they will be assessed by
ambulance service clinicians and transported to the most appropriate treatment centre. All ambulance service clinicians have
recently received additional training for the treatment of children and the trust has invested in new equipment appropriate to the
needs of children. The Gloucestershire Ambulance Service NHS Trust is working with the Gloucestershire Hospitals NHS Foundation
Trust to improve the equipment provided for neonates. This will include the procurement of a new incubator, which will meet the new
British Standard regulations. At least one new ambulance will be purchased and staffed 365 days a year to facilitate the transfer of
children, should the need arise. In addition to this, the utilisation of all ambulances will be improved.

Mr. Hutton: There are no national targets for the recruitment of doctors working in paediatric services. Since 1997, the number of
consultants working in paediatric specialties rose from 1,321 to 2,032 by June 2004, an increase of 54 per cent.

Mr. Hutton: Information on the number of consultants, paediatric consultants, nurses and paediatric nurse employed in the national
health service since 2002 is shown in the table.
Information is not collected centrally on the number of nurses qualifying each year. The Nursing and Midwifery Council (NMC) holds
information on the number of nurses and midwives initially entering the register, a pre-requisite for employment in the NHS and
other sectors in the UK. This information can be found on the NMC website at www.nmc-uk.org.

Between September 2002 and September 2003, the number of consultants increased by 1,680, or 6.2 per cent., and the number of
paediatric consultants, comprising paediatric dentistry, paediatric surgery, paediatric cardiology and paediatrics, increased by
115, or 6.3 per cent.
Between September 2002 and June 2004, the number of consultants increased by 3,101, or 11.5 per cent., and the number of
paediatric consultants, comprising paediatric dentistry, paediatric surgery, paediatric cardiology and paediatrics, increased by
210, or 11.5 per cent.
Between September 2002 and March 2004, the number of nurses employed in the NHS has increased by 28,839, or 7.8 per cent.,
and between September 2002 and September 2003, the number of nurses employed in the paediatrics area of work has increased by 423,
or 2.3 per cent.

Angela Smith: All paediatric neurosurgery is carried out at the Royal Group of Hospitals. There are two neurosurgeons with an
interest in paediatric surgery and the hospital runs four clinics per month. The current waiting time for an outpatient appointment
is four weeks. Children requiring inpatient treatment are generally treated as urgent cases and therefore experience little or no
waiting time.

Data for strategic health authorities (SHAs) can only be provided from 2002-03, the year SHAs were introduced. This is shown in the
tables. Data on paediatric beds in wards open overnight are collected by ward classification. The data in the table on overnight
admissions include all ward classifications that involve children. Data on paediatric beds available during the day only are
contained in the table on day beds.
Data on the number of exclusively paediatric wards are not collected centrally.

Mr. Nigel Jones: To ask the Secretary of State for Health (1) if he will make a statement on the future of Battledown Ward at

Ms Rosie Winterton: Cotswold and Vale Primary Care Trust is leading a period of public consultation on the future of maternity care
and services for children across Gloucestershire.
The responses to the consultation will be considered by the PCT and decisions on any changes to acute children's services in
Cheltenham will not be taken until next year.
All options will continue to see the delivery of children's services from both the Battledown ward at Cheltenham General Hospital
and Gloucestershire Royal Hospital.

of services for their communities. Cotswold and Vale PCT is leading a period of public consultation on the future of maternity care

(3) what terms of reference he has issued to Professor Dargi regarding the planned review of hospital services by the Tees Health

Mr. Hutton :[holding answer 14 September 2004]: I am aware of the thinking emerging from the Tees Services Review. The
Department has asked Professor Ara Darzi to carry out a further review, working with the County Durham and Tees Valley Strategic
Health Authority. Professor Darzi's terms of reference are: To consider how the fullest possible range of services can be maintained
at Hartlepool Hospital, taking into account work already undertaken in the course of the Tees Services Review and the wider context
of proposed provision of primary and secondary care services, both north and south of the Tees; to report by the end of October
2004.
Proposals for the future of health services in the Tees Valley will be developed further in the light of Professor Darzi's work.
This will include detailed proposals for services to be provided at Hartlepool Hospital. Consultation of the public and patients
will then follow.
As my right hon. Friend the Secretary of State has already confirmed--8 June 2004, Official Report, column 132--Hartlepool
will still have a full and proper hospital service after the review has taken place.
