That this House notes that the Dogs Trust's famous slogan, A Dog is For Life, Not Just for Christmas, was created in 1978 by the charity's Chief Executive, Clarrisa Baldwin, at a time when thousands of people were buying puppies to give to family and friends as Christmas presents, resulting in puppies being abandoned in the New Year; recognises that despite many years of campaigning by the Dogs Trust there still exists a problem of dogs being given as Christmas presents; further recognises that the Dogs Trust has seen that the most popular time of year for pups to be abandoned is at the start of the Easter holidays, when pups who were given for Christmas presents have grown up to be big boisterous dogs; further notes the problem of dogs being given as Christmas presents is still a major concern, in a country where there were at least 117,000 stray and abandoned dogs taken in by local authorities last year; and wholeheartedly supports the Dogs Trust in their determination to ensure that one day all dogs are cared for be responsible owners, and have a home for life.

That this House welcomes the proposed Animal Welfare Bill; supports the objective to modernise and strengthen existing legislation protecting animals through a duty of care; but is concerned that the Draft Bill contains a proposal to legalise pet markets and that this represents a retrograde step that will significantly lower current animal welfare standards; recognises that reasonable standards of animal welfare cannot be attained at temporary, makeshift markets; acknowledges that the trade in exotic pets and all of its associated problems will increase with the proliferation of exotic pet markets and could stimulate an upsurge in numbers of birds and reptiles trapped from the wild for the pet trade; and calls on the Animal Welfare Bill Select Committee to recommend that no licensing of pet markets is provided for under general licensing of activities involving animals and indeed that pet markets be specifically excluded from the Bill.
