Mr. Stephen O'Brien: To ask the Secretary of State for Education and Skills if he will make a statement on the contribution of the Sector Skills Development Agency towards increasing skills and productivity in industry. [200955] Mr. Ivan Lewis: The SSDA was established in July 2002 with the remit to develop, regulate, and support a network of 25 Sector Skills Councils (SSCs) which I anticipate will be in place by the summer of 2005. The SSDA plays an essential role in ensuring that each SSC has the capability to develop a forward looking skills agenda to help raise skills levels in the public and private sectors and to drive productivity improvement in the industry sectors they represent. It ensures essential cross sector and generic skill issues such as management and leadership are addressed and undertakes important research on the linkages between skills and productivity. The SSDA is currently in the process of agreeing its Strategic Plan for 2005-08 with Government. This will include a framework of key performance measures centred Around--higher performance working practices; reduction of skills gaps; increased participation in job-related training; the introduction of sector specific Sector Skills Agreements (SSAs) and increased awareness of the Skills for Business network. The SSDA will shortly agree the first four UK wide Sector Skills Agreements (SSAs). SSAs will be the primary means by which industry articulates and helps deliver the specific skills that individual's need sector by sector to drive improvements to productivity and competitiveness. A further six SSAs were announced on 16 November and eventually all 25 SSCs will have an SSA. The Skills for Business network in partnership with the Learning and Skills Council has and continues to develop engagement with many large businesses with business leaders playing a key role on SSC boards.

Mr. Stephen O'Brien: To ask the Secretary of State for Trade and Industry what measurable progress her Department has made towards meeting its Public Service Agreement target (a) to raise the rate of UK productivity growth over the economic cycle, (b) to improve UK competitiveness and (c) to narrow the productivity gap with the US, France and Germany. [198509] Ms Hewitt: HM Treasury estimates set out in Budget 2004 show that the trend rate of underlying productivity growth has increased from 2.22 per cent. per annum between 1986 Q2 and 1997H1 to 2.65 per cent. per annum between 1997H1 and 2001 Q3. Trend productivity growth is projected to be 2.35 per cent. per annum between 2001 Q4 and 2006 Q4. Data from the Office of National Statistics (ONS) published in autumn 2004 shows that, on the output per hour worked measure, the UK has narrowed the gap with Germany since 2000 but a sizeable productivity gap with the US, France and Germany remains. On the output per worker measure, the UK's productivity gap with the US, France and Germany is broadly unchanged, though the UK is as productive as Germany on this measure. Comparisons are relative to a 2000 base year when all four countries were at a similar point in their economic cycles. However, it takes time to raise competitiveness and increase productivity. Consequently, in assessing progress towards raising productivity, it is reasonable to look for changes in the drivers of productivity. The Government have identified "five drivers" of productivity--investment, innovation, skills, enterprise and competition-- and has monitored performance on a range of productivity and competitiveness indicators underlying these drivers since 1999. Some progress has been made on all five of these "high-level" drivers. In particular, there have been improvements in the competition regime, evidence of rising skills levels across the workforce and improvements in the UK's world- class science base. The Government are continuing to invest in these areas through the Skills Strategy, the Innovation Report and DTI's Five Year Programme.

John Robertson: To ask the Secretary of State for Trade and Industry what estimate her Department has made of the changes in (a) labour and (b) multi-factor productivity in British industry in the course of (i) 2002-03 and (ii) 2003-04. [197473] Jacqui Smith: Productivity growth is essential for long-term economic growth and prosperity. The Government focuses on two main measures of labour productivity--output per worker and output per hour worked. On an output per worker basis labour productivity improved by 0.8 per cent. in the second quarter of 2003 compared with the same quarter in 2002, and by 2.9 per cent. in the second quarter of 2004 compared with the same quarter in 2003. On an output per hour basis it improved by 0.8 per cent. in the second quarter of 2003 compared with the same quarter in 2002, and by 3.5 per cent. in the second quarter of 2004 compared with the same quarter in 2003. The Government do not produce estimates of Multi Factor Productivity (MFP) growth. MFP--or as it is sometimes called Total Factor Productivity--is a measure of how the economy combines its inputs--such as labour and capital--to produce output. In practice MFP is calculated as a residual and is therefore subject to significant measurement error. For example MFP can be influenced by the mis-measurement of inputs, especially of the capital stock. Consequently, estimates of MFP are subject to substantial variation. Nevertheless, the Government do recognise the value of critically evaluating estimates of MFP when undertaking productivity analysis, and considers estimates produced by a range of bodies including the National Institute of Economic and Social Research, the University of Groningen and the US' National Bureau of Economic Research. This MFP data is used to provide contextual information to support the analysis of labour productivity growth.

Mr. Tynan: To ask the Secretary of State for Trade and Industry what assessment she has made of changes in UK productivity as a result of increased (a) dial-up and (b) broadband internet access. [197600] Mr. Mike O'Brien: The economic impact of increased internet access is difficult to separate from the impact of adoption of the full range of information and communication technologies (ICT). Indeed, there is a consensus both that the use of ICT has been and will continue to be a major contributor to productivity growth, and that its full value is realised by using a mix of the technologies to transform the way that organisations perform their business. An assessment of the increase in business productivity associated with increased use of a range of ICTs was published in DTI Economics Paper No. 8: "Raising UK productivity--developing the evidence base for policy". This found that in 1995-2000 the growth in labour productivity in ICT-using industries was 3.72 per cent. p.a. compared with 0.20 per cent. p.a. for non-ICT industries. This study also showed that, based on results of DTP s "International Benchmarking Study: Business in the Information Age" and controlling for other variables, the average sales per employee was significantly and positively related to the intensity of use of connectivity technologies (including internet access). The most recent International Benchmarking Study (2004) found that businesses that have upgraded their internet connection over the last two years reported a range of benefits. These included time savings through faster connection (79 per cent.), improved real time communication (17 per cent.), ability to use more applications (9 per cent.) and increased reliability (9 per cent.). These results are consistent with a range of research and surveys conducted by other organisations over the past few years. For example, the recent survey by the Institute of Directors ("Broadband: its impact on British Business") found that 84.3 per cent. of respondents who used broadband saw a quantifiable increase in productivity and about two thirds felt able to predict an increase in profit.
