The information requested falls within the responsibility of the National Statistician who has been asked to reply.Letter from Karen Dunnell, dated 20 December 2005:"As National Statistician I have been asked to reply to your recent Parliamentary Question concerning what percentage of the population is registered to vote in each Ward in Wales. (38272)""I am placing a table giving the requested information in the House of Commons Library.""The closest available geography to electoral wards, for which population estimates are available, is Census Area Statistics (CAS) wards. This geography was created for outputs from the 2001 Census and is based mainly on 2003 electoral wards. It is necessary to convert electorate counts to the CAS ward geography and therefore the electorate counts are not necessarily consistent with data published elsewhere.""The latest available population data available at ward level is for mid-2002, published in April 2005. The ward electorate counts are for December 2002 parliamentary electors, including attainers. No adjustment has been made to reflect the difference between these two timepoints. There are a number of wards that are split by parliamentary constituency i.e. they fall within two or more parliamentary constituencies. These are shown by an asterisk * alongside their ward name, and appear under both constituencies (except where the split is across the English/Welsh border). Electorate and population figures for the whole ward are shown. Some wards will therefore be double counted. It is not possible to split the data for these wards.""There are a number of limitations with the data that mean that some care should be taken with interpretation of the results.""There is inevitably some double counting of the registered electorate as electoral registration officers vary in how quickly they remove people from the registers after they have moved away from an area or after they have died. In addition, people can register in more than one place.""The population data are estimates and as such are subject to a margin of confidence. This margin of confidence is proportionately larger for ward level estimates than for local authority level estimates. These estimates have been published with the status of ““experimental statistics””. Therefore, the estimates, and figures derived from them, should be treated with some care.""Finally, there a number of other definitional differences between electorates and population estimates. Population estimates include all those usually resident irrespective of nationality, whereas the parliamentary electorate excludes foreign nationals (but Commonwealth and Irish citizens are included). Overseas electors are included in electorate data but not population estimates. Comparable ward counts of local government electors are not readily available.""There is a relatively small number of wards (11) where the electorate counts are more than 10 per cent. greater than the population estimate. The majority of such cases are likely to be attributable to a limitation in the methodology used to convert electorate counts to a CAS ward geography, though the other limitations set out above will also have an effect."

I have been asked to reply.Treasury has transferred this question to my Department as we deal with Electoral Policy.The most recent published statistics on electoral registration are for 1 December 2004. Following, there are two tables showing:"1. The number of local government electors in each London borough; and""2. The number of parliamentary electors in each London constituency."Please note that these statistics relate to individual electors rather than to households. Estimates on the percentage of individuals and households registered are not available at constituency or borough level.

I have been asked to reply.The information requested falls within the responsibility of the National Statistician, who has been asked to reply.Letter from Colin Mowl, dated 12 December 2005:"The National Statistician has been asked to reply to your recent Parliamentary Question concerning the percentage of the population who are registered to vote in each Parliamentary Constituency. I am replying in her absence. (36887)""I am placing in the House of Commons Library tables showing the requested information.""Population data by Parliamentary Constituency are not available on an annual basis, consequently the tables have been prepared from 2001 Census data. Constituencies in Scotland, therefore, are those that were in place prior to the last election.""In order to give an estimate of the number of electors on Census day (29 April 2001), a weighted average is taken of the 1 February 2001 and 1 December 2001 electoral data. Data are given for Parliamentary electorate. Data for the local/European electorate, by Parliamentary Constituency are not readily available for 2001.""For the purposes of answering this question, we have assumed that you are interested in the percentage of the population aged 18 and over who are registered to vote. However it should be noted that the percentage of residents who are registered to vote in each Constituency is not a reliable estimate of the registration rate of the eligible population: the resident population aged 18 and over is not the same as the number of people eligible to vote.""The UK Parliamentary electorate excludes residents of countries other than the UK and the Commonwealth and includes UK citizens resident abroad. In addition not everyone who is usually resident is entitled to vote (foreign citizens from outside of the EU and Commonwealth. prisoners, etc, are not eligible) and people who have more than one address may register in more than one place. Also there is inevitably some double counting of the registered electorate as electoral registration officers vary in how quickly they remove people from the registers after they have moved away from an area or after they have died. This latter is the main reason why in some Constituencies the population aged 18 and over is less than those registered to vote. These factors may have a different impact from place to place.""Furthermore, you should note that the Office for National Statistics (ONS) has revised the mid-2001 population estimates since the publication of the 2001 Census results. In September 2003, revisions were made that added approximately 193,000 to the population of England and Wales. This revision primarily related to the addition of a number of young males that were not captured by the Census. In September 2004, ONS made further revisions as a result of concluding studies designed to improve population estimates in the areas that proved hardest to count in the 2001 Census in England and Wales. The results of this work showed that the Census worked well in most areas, but that there were a few cases where it was not able sufficiently to adjust for exceptional circumstances. The analysis showed that there was a need for revisions to the 2001 Census based population estimates of around 107,000 for England and Wales as a whole. The adjustments were included in the new mid-year population estimates for 2001, published in 2004. The census database itself was not revised following the publication of these adjustments. (26409)""The Office for National Statistics is not able to calculate percentage electoral registration rates: the resident population aged 18 and over is not the same as the number of people eligible to vote. However, the Office for National Statistics does on occasion publish comparisons of the resident population of voting age (aged 18 and over) and the number of people who are registered to vote. These comparisons provide the closest available approximations to the information you requested.""The tables, which will be placed in the House of Commons Library, give comparisons between the number of registered electors and the estimated mid-2004 population for local authorities in the UK. Table 1 shows a comparison against parliamentary electorate and Table 2 against local/European electorate. Please note Table 1 refers to Great Britain only as Northern Ireland are unable to provide Parliamentary electorates for local authority areas. In order to give an estimate of the number of electors at the mid-year point, 30 June 2003, a weighted average is taken of the 1 December 2002 and 1 December 2003 electoral data.""The local/European electorate gives a better comparison than parliamentary electorate to resident population as EU citizens are included and UK citizens resident abroad are excluded from the local/European electorate. However, a number of other difficulties remain when comparing these sources. For example not everyone who is usually resident is entitled to vote (foreign citizens from outside of the EU and Commonwealth, prisoners, etc. are not eligible) and people who have more than one address may register in more than one place. These factors may have a different impact from place to place.""There is inevitably some double counting of the registered electorate (both parliamentary and local/European) as electoral registration officers vary in how quickly they remove people from the registers after they have moved away from an area or after they have died.
