No, that is not the case. British Energy and others involved in the nuclear industry in Scotland fully support the Government's decision to review our energy requirements and the source of generation. I do not believe that the hon. Gentleman's forecasts are anything like accurate, and I probably have as good an idea about the situation in the nuclear industry in Scotland as he does.

I am grateful for the Prime Minister's answer. His Secretary of State for Environment, Food and Rural Affairs said in advance of Montreal:
"Without mechanisms in the form of compulsory action, such as targets to cut emissions, existing and new technologies will never be rolled out on the scale we need",
and I agree with that. The Prime Minister said last month that people get
"very nervous and very worried"
about this approach, and that we need a
"better, more sensitive set of mechanisms".
Will he confirm that he still genuinely agrees with what his Secretary of State for Environment, Food and Rural Affairs said?

I just said in answer to the previous question that it is important that we get binding targets. Emerging economies will want those to be sensitive to the needs of their economic growth, but one of the important issues that was not part of Kyoto but needs to be part of a new protocol is technology transfer. As we develop the research that allows us to have clean energy, we need to share that research and that technology with others. I am sorry—I was pointing my finger; I would not want that to break up the new consensus. It is important not merely that we say how much we care about climate change, but that we take the action necessary. Therefore, it will be no use the hon. Gentleman's saying that he supports the aim unless he also supports the climate change levy, the renewables obligation and the extra investment that we put into energy efficiency. If he is prepared to have a consensus on that basis, I welcome it.

Earlier this year the Prime Minister said that he had been changing his thinking on the issue. Can he set out his new thinking? In particular, is he still committed to a proper successor to Kyoto based on clear targets and including all the major carbon-producing countries of the world?

Yes, I most certainly am committed to that. The reason it is important that we change our thinking on the matter is that I do not believe that the successor to Kyoto can work unless it has not just the United States involved in such targets and such a framework, but India and China, because they are the major emerging economies of the world. In China, for example, one power station is being built every week or every two weeks. Therefore, unless we manage to get a comprehensive framework that also involves India and China, it will not be of much use to us. I entirely agree that the issue is immensely important. That is one of the reasons, of course, why we passed the climate change levy. I hope the hon. Gentleman's question indicates that he will support us on that, too.

Friend review the amount of money put into the low carbon building initiative, which year on year is quite a bit less than what was put into the programmes that it replaces? If my right hon. Friend is looking for somewhere to get the money, may I suggest that he dips into his Department's nuclear fusion research money, which is considerably more than that being given to the low carbon buildings initiative?

I suppose that as it is 1 December we can officially say that it is the season of good will, but it is not the season of distorting our figures—[Interruption]—as every other season of the year. My hon. Friend is wrong about this. I understand how passionately he feels about the matter, particularly photovoltaics. On average, under the low carbon buildings programme we shall be spending £9.5 million a year compared with £9.2 million average yearly spend since 2000 under the previous project. We have not diluted the amount of money that we are making available, although the use of grants is not the total picture in terms of how we can encourage greater use of microgeneration.

The information is as follows:"(a) 2010: The cost effective potential (10 per cent.) is around 2MtC.""2020: This figure is more difficult to estimate but may also be around the 10 per cent. level, with the draw-down of existing measures generally balanced by the influx of new ones, as has happened in the past. Because until we work out the means of ensuring that there is carbon reduction, it is all very well for the Conservative party to join the Liberal Democrats and insist that the Government say that we must reduce carbon by a certain amount by a certain date—actually beyond the targets that we have already set—but they also need to be prepared to say how to do that. The one time we put forward a specific measure, namely, the climate change industrial levy, the Conservative party voted against it. When it has some serious propositions to make, we will listen, but while it continues to behave as if opposition were its natural state, we will not.

On the targets, the hon. Gentleman and the House will be aware that the Government are reviewing our policies at the moment, because it is important that the targets that we set ourselves are met. Indeed, we have done many things over the past two or three years. For example, last week, I announced proposals on biofuels that would involve taking about 1 million tonnes of carbon from the atmosphere. That is equivalent to taking more than 1 million cars off the roads every year.
On nuclear power, the Prime Minister has made it clear that part of our energy review will include whether we either extend the lives of the present nuclear generating plants or build new plants. The decisions on extending the lives of the existing nuclear plants must be taken in the next few years, first in relation to Hunterston and then Torness. Of course, as part of the review, we will decide whether or not new nuclear plants will be needed in the future.

The proposed low carbon car grant programme is technology neutral. Any car meeting the necessary emissions standards would be eligible for a grant irrespective of the technology used. As electric cars have no tailpipe emissions they are generally treated as ultra low carbon emitting vehicles (i.e. <100g/km CO2 ).

Ministry of Defence officials are continuing to discuss with the Carbon Trust what might be appropriate for the Department regarding the Carbon Management Programme within the context of the current partnership agreement.In August 2004 the MOD entered into a formal partnership agreement with the Carbon Trust. Through the agreement, the Carbon Trust is providing support to the MOD on gaining an overall understanding of climate change and assistance in improving energy efficiency and cutting carbon emissions. A programme of work under the partnership arrangement has been implemented which builds on energy surveys carried out on MOD establishments and funded by the Carbon Trust or its predecessor organisation. Individual projects range from identifying the estate wide opportunities for installing renewable energy technologies through to detailed appraisals of energy use on individual sites.

I have certainly seen the proposals in relation to carbon emissions and I have seen the way in which they could have an impact as far as the House authorities are concerned. It is something that I anticipate will be taken up when the House looks at these issues, and we take it very seriously, not only in relation to our responsibilities in Parliament, but obviously as part of our wider duty to the country.

The Minister will be aware that road transport is a major polluter, accounting for more than a quarter of all carbon emissions, and that the railways are one of the most environmentally beneficial forms of transport. Can he reassure me that the environmental case for rail is being put to the Department for Transport and the ODPM, and will he agree to meet a delegation of interested MPs who wish to put the environmental case for rail and to discuss the Department's thinking on the environmental aspects of transport policy?

My hon. Friend is right about the valuable role that rail and public transport in general can play in reducing emissions from the transport sector. DEFRA and the Department for Transport have a very powerful joint public service agreement on reducing emissions from the transport sector, and we work together very closely. My hon. Friend will be aware of the investment going into the west coast main line and the upgrading of rail and signalling. Many new trains are being introduced on all our lines, which makes such transport more comfortable. I am only too happy to meet a delegation of MPs to discuss the environmental issues affecting transport.
