The Department of Education expects education and library boards (ELBs) as funding authorities to take action to ensure that boards of governors fulfil their responsibility to live within the budgets allocated to their schools. Where this does not happen, ELBs have the power to remove from a board of governors the right to a delegated budget.The department recognises also that a deficit budget can also be an indicator that a school may no longer be educationally sustainable and, in such circumstances, expects school managing authorities to consider how best to ensure that children have access to a high quality education.

The table lists primary care trusts (PCTs) with deficits in 2004–05 in descending order of deficit size, showing their 2004–05 deficit, their 2004–05 allocation per unweighted head of population and the parliamentary constituency where the majority of their population is resident. PCT allocations increased by £4.6 billion in 2005–06 to 9.3 percent. extra for the two years, 2006–07 and 2007–08, PCTs have been allocated a further £11.5 billion, a further 19.5 percent. increase.

The Consumer Credit Bill will improve the regulation and monitoring of consumer credit businesses and extend protections, rights and means of redress for consumers against unscrupulous lenders across the UK.The DTI has also commissioned research into the scope and extent of illegal money lending in the UK and is considering how to build on the lessons learnt from the pilot scheme on enforcement against illegal money lenders.A £36 million development fund is also being set aside for third sector lenders as an alternative source of credit for those most at risk. This will help credit unions grow so that they can offer a more widely available alternative to unscrupulous lenders.Finally, the Financial Inclusion Fund includes £45 million to increase face-face debt advice capacity, with particular regard to the needs of financially excluded consumers.

Actions taken as a result of the tackling over-indebtedness action plan of 2004 are set out in ““Tackling Over-indebtedness—Annual Report 2005”” published in August 2005 (available in the Libraries of the House and on the DTI website: http://www.dti.gov.uk/ccp/topicsl/overindebtedness.htm#report2005). Research carried out further to the 2004 plan is summarised in Annex C of the 2005 annual report. Monitoring of progress against the action plan is included in the annual report, with additional monitoring of the high level factors which influence levels of over-indebtedness reviewed on a quarterly basis (and published on the DTI website: http://www.dti.gov.uk/ccp/topicsl/overindebtedness.htm#monitorql05). The UK Government have allocated the equivalent of around £290 million to disaster relief and reconstruction in the Tsunami-affected countries. Funds donated by the public to the Disasters Emergency Committee have totalled some £450 million.Government funding can be broken down into:"75 million of our bilateral funds to the humanitarian relief effort;""an additional 65 million to the longer-term reconstruction phase;""an estimated 50 million through tax relief on public donations made through the Gift Aid Scheme;""contributions through the European Community (EC). The EC has already committed £123 million in humanitarian assistance and up to €350 million for longer-term reconstruction. The UK's share of this would be approximately £55 million;""debt relief. Following the tsunami, the UK announced that Sri Lanka would be eligible for the UK's multilateral debt relief initiative (MDRI). Under this initiative, the UK will pay our share (10 per cent. or around £45 million) of Sri Lanka's debt service costs to the World Bank until 2015."DFID has provided two consultants to work with the authorities and partners in Aceh Indonesia.Reconstruction will take many years to complete and funds will be programmed accordingly. The priority now is to ensure that funds already committed by the UK and other donors are effectively spent. The Government are working closely with the governments of Indonesia and Sri Lanka on the longer-term reconstruction effort. The UK Government will not provide financing in excess of need. The Government will continue to keep under review the financing needs of the tsunami-affected countries.

Figures from the Bank of England showed that the level of unsecured consumer debt in the UK in October 2005 was £191,406 million, of which £56,334 million is credit card debt and £135,072 million other. Official regional and average data are not available. The growth in unsecured lending is now at its lowest in over 10 years.

DFID's £10.3 million annual bilateral programme to the Caribbean finances programmes in Guyana (£4.5 million a year) and Jamaica (£2.5 million a year), two of the most affected countries in the Caribbean, and support for regional objectives and institutions (£3.3 million a year), that benefits all six affected Caribbean Sugar Protocol countries.Funding from the regional programme is being made available to assist all these countries prepare their sugar action plans to set out how they adjust to the fall in European sugar price. These plans will enable them to benefit from the European Commission's (EC) forthcoming Transitional Assistance and attract possible investors from the private sector.In addition, Jamaica, Guyana and Belize benefit from UK financed debt relief. Under the UK bilateral Commonwealth Debt Initiative, Belize received £1.45 million and Jamaica £6.24 million in 2005. For Guyana, the UK will pay approximately $450,000 as its share (10 per cent.) of Guyana's debt service on loans from the World Bank's International Development Association (IDA) until all of its $260 million of IDA and International Monetary Fund debts are cancelled in 2006 under the recently agreed G8 proposal.The UK provides approximately £8 million a year to the four most affected countries (Belize, Guyana, Jamaica and St Kitts) through its contributions to multilateral agencies such as the EC.

My Lords, there is no long-term NHS deficit. In 2004–05, there was an overall deficit of around £250 million, 0.4 per cent of the budget, compared with £460 million in 1996–97, 1.5 per cent of the budget. Given the record levels of investment that this Government have made in the NHS, all NHS organisations should be able to live within their available resources, and the great majority are. Fifty per cent of the current in-year forecast deficit relates to 23 organisations out of 566. Turnaround teams are assisting organisations with the largest deficits to improve their performance. We expect the NHS to return to overall balance next year.

The chief executive’s statement about £6.5 billion savings relates to the Gershon inquiry report. The NHS has committed itself, through the department, to saving £6.5 billion by the end of 2007–08. We are a long way along that path because, as the chief executive also announced, we have saved £1.7 billion to date.

My Lords, the main difference is that in 1997 we were spending about £30 billion on the NHS and now we are spending £70 billion on it and moving towards the European average. The other difference is that we are being transparent about poor performance and exposing these deficits, rather than the smoke and mirrors system which operated on NHS finances in an earlier day.

My Lords, is not the difference between today and 1997 that in 1997, and until recently, there were mechanisms in the system which afforded trusts a measure of flexibility when they were running a deficit, whereas today Ministers are saying that trusts in deficit will not be bailed out? Was not, therefore, the King’s Fund right last week to say that what the health service urgently needs are mechanisms to deal with hospital failure if and when that happens, and those mechanisms simply do not exist at the moment?
