The British Crime Survey is considered the most reliable source of data on violent crime and the data published in July 2005 in a report called Crime in England and Wales 2004/05 indicates that the number of violent incidents fell by 11 per cent. based on comparison between 2003–04 and 2004–05 interview. Violent crime has fallen by 43 per cent. since a peak in 1995, an estimated 1.8 million fewer incidents. Although the Home Office has not commissioned any specific research into the role of alcohol and its impact on levels of violent crime it does monitor, via social surveys, levels of alcohol-related crime including violent crime. Data from the British crime survey on the percentage of violent incidents in England and Wales in which the victim believed one or more offenders was ‘under the influence of drink' are published on a regular basis. The Offending crime and justice survey also contain information on the role of alcohol and violent offences and this information is also published on a regular basis.

There are presently 122 residential treatment centres for adult drug and alcohol misusers in England and Wales with a total of 2,595 beds. A breakdown by region and gender is shown in the table below.

My hon. Friend raises a point on the action that we are taking against those engaged in organised crime. One of the most important powers that the police have is to be able to seize cash that drug dealers, or those suspected of drug dealing, may have on them. We want to lower the minimum amount that people must have on them before they can be subject to that procedure. We have recovered something like £185 million worth of criminal assets over the past three years. In Devon and Cornwall, which is my hon. Friend's area, the police have obtained cash forfeiture and confiscation orders with a value of more than £1 million just in the past year. We will also, however, give incentives to forces to do more of that confiscation work, and they will be able to keep a proportion of the money that they confiscate. Already, about an additional £180,000 has been paid into the funds of Devon and Cornwall as a result, and we want to extend that further. Again, however, I am sorry to say that the shadow Home Secretary opposed those measures when we announced them the other day.

The British Crime Survey (BCS) is the chief monitoring tool used by the Home Office to measure the prevalence of controlled drugs. The BCS does not currently differentiate between methylamphetamine use and amphetamines in general. The prevalence of methylamphetamine in the United Kingdom is estimated to be very low based on the number and size of seizures.The Advisory Council on the Misuse of Drugs (ACMD) published a report on methylamphetamine on 17 November 2005 which included recommendations regarding the development of an early warning system centred on ensuring those agencies that collect data on illicit drugs to make the distinction between amphetamine and methylamphetamine when recording data. The ACMD recommended the closer monitoring of certain sub groups such as clubbers, who are more likely to use methylamphetamine, and that the subject of methylamphetamine should be a standing agenda item at the ACMD technical committee meetings.The Government have accepted all the ACMD's recommendations, including taking preventative action to impose tight controls on methylamphetamine precursor chemicals. The ACMD undertook to provide an update to its advice in 12 months' time.

I have seen in my own constituency the terrible damage that drug consumption does. It ruins individual lives and wrecks families and communities. That is why it is very important to get all the necessary measures in place to deal with it. Of course, such issues are substantially devolved to the Scottish Parliament. I pay tribute to the Scottish Drug Enforcement Agency, which has done a magnificent job since its inception, and to the measures that have been put in place through the Proceeds of Crime Act 2002. Since that was enacted, more than £5.5 million of assets have been seized from suspected drug dealers. That is hitting drug dealers where it hurts them most—in their pockets. A clearer signal might have been sent from this House if the Conservative party had supported that Act.

A clearer signal might have been sent from this House if the Conservative party had supported that Act.

The Drug Interventions Programme (DIP) provides a route out of crime and into treatment for drug misusing offenders, using their contact with the Criminal Justice System as an opportunity to engage them in treatment and support. The intensive elements of the programme, which include testing for class A drugs on charge for certain trigger offences, are operational in 97 basic command units (BCUs) (67 Drug Action Teams) within England and three drug/alcohol partnerships in Wales. Other key elements of DIP are delivered in all areas of England and are being rolled out in Wales.The intensive areas are listed in table 1. Since the programme began, over 31,000 drug misusing offenders have entered treatment through DIP. Latest figures show that over 2,000 DIP clients entered treatment in October 2005 and that the programme is on course to achieving the target of 1,000 offenders per week entering treatment by March 2008.From 1 December, the police in Greater Manchester, Nottinghamshire and South Yorkshire police force areas, are able to test for class A drugs on arrest for certain trigger offences as an alternative to on charge for those who test positive and require them to attend an assessment with a drug worker. These new powers will be expanded further on 31 March 2006. Acquisitive crime—to which drug related crime makes a substantial contribution—is going down and fell by 12 per cent. in the year to April 2005.

(35477)""Figures readily available from death certification relate to deaths due to drug poisoning, not the total number that were attributable to drug use. These figures are produced from a special database which contains deaths where the underlying cause was drug poisoning. The most recent year for which figures are available is 2003. The table below shows the number of deaths due to drug poisoning where methadone, heroin/morphine or any drug controlled under the Misuse of Drugs Act were mentioned on the death certificate for the five years 1999 to 2003."
