My Lords, while thanking the Minister for his Answer, perhaps I may ask him to look at Early Day Motion 309 in the other place. It is an impressively all-party Motion which, among other things, asks "““whether the raid gives Sky the ability to materially influence ITV””," says that that should be investigated, and "““believes a prima facie case exists for the Secretary of State to subsequently intervene and instruct Ofcom to undertake a public interest inquiry””." Is that not wise advice? In fact, should we not go further? Is it not time that Ofcom carried out a full public inquiry into Sky’s many anti-competitive actions which are distorting our broadcasting market?

While my hon. Friend is having his discussions with Ofcom about the continuing dumbing down of ITV, will he take the opportunity to raise the real worry that digital switchover could well result in the end of regional news programmes on ITV?

My Lords, in order that some of us should know what is going on, what is a radio multiplex service, what is a percentage of digital capacity and why do we have to have it?

My Lords, I am enormously grateful to the noble Lord for giving me the opportunity to revisit a complex debate which we had in the Moses Room earlier this week. The multiplex services offer opportunities for transmission through radio bands. The order creates circumstances in which television signals could be...

I, too, thank the Minister for his demonstration of speech compression. It was not perhaps digital but it certainly worked for me. I am grateful for the care with which both Ofcom and the Government have analysed this problem and for the way in which they consulted with considerable care....

I am grateful to the two noble Lords who have contributed so positively to the debate. Unanimity between us is a rare experience and all the more to be welcomed for that. I should emphasise that although we regard DAB in the UK as a success story, it is not...

I thank the Minister for his explanation of the order. This is a somewhat complex area but we agree with the order because it makes sense that the radio multiplexes are also used to carry television and other data services. This seems to be a sensible use of multiplex as...
