My Lords, I thank the Minister for introducing this order. We on the Opposition Benches welcome any action to stimulate innovation in business. However, we do have certain questions about this order. First, can the Minister explain what the relationship will be between the Technology Strategy Board and the RDAs,...

My Lords, the Explanatory Notes for this order talk about the facility of providing funding for large-scale facilities. While we support such work as the Large Hadron Collider fission research taking place in France, might money going into this new research council be directed into such large projects overseas?

My Lords, this debate reminds me of my first lecture in Birmingham Central Library, talking about the importance of science. That evening was a bit like the House of Lords—the audience was zero, although we are a bit better than that here. This is an important statement from the Minister,...

The Chancellor has downgraded his forecast receipts from the North sea by £2 billion. Does that not highlight the need for us to diversify our energy resources, in which endeavour Scotland has a key role to play? Will the Prime Minister recognise the critical mass in offshore technology that exists in and around Aberdeen not only for oil and gas but in respect of offshore wind and offshore wave and tidal energy, and that that, along with our two excellent universities, makes Aberdeen a prime location to play a leading role in the Government’s proposed offshore technologies institute?
