I intend to go with my hon. Friend to Sweden to look at those measures and to do the best comparative study that we can, so that we can fully inform ourselves. The hon. Gentleman was on the Committee that considered the Criminal Justice and Immigration Bill, so he will have heard my hon. Friend announce that we will review the way in which we tackle demand to see whether we need to be tougher. That trip and other research will feed into the review.

In Germany, in four of the main Länder that are prone to flooding, local authorities have the powers to insist that planning applications will not even be looked at unless they contain flood protection provision. The Netherlands, a country with the highest level of flood protection anywhere, is now talking about surrendering 1 million acres of land back to the sea and having buildings that must be flood compatible. In each case, developers are made liable for the flood damage to which their buildings are prone. Is the Minister seeking to deliver any similar powers to local authorities in the forthcoming Planning Bill?

I thank my hon. Friend for the question, and recognise and commend the work that he is doing. We have talked about that work and I look forward very much to its production. The answer to the question is that we have planning policy statement 25, which gives powers to the Environment Agency to look at plans. We are monitoring the local authorities' performance in that area to see whether it is sufficient. Clearly, there is a lot more to do and we will bear in mind his point about the lessons from Germany and the Netherlands.

The Royal Navy has not undertaken fisheries protection duties in the territorial waters of France, Ireland or the Netherlands. However, France has granted permission to other states, including the UK, to operate in French territorial waters subject to agreed procedures.
Outside territorial waters, the Marine and Fisheries Agency works with the Community Fisheries Control Agency and other member states in exercising joint deployment plans as required under fisheries regulations, as well as some other joint operations with other member states based on intelligence and need. These operations are often conducted with a vessel of the other state as well as Royal Navy fishery protection vessels and include exchanges of personnel.
The costs of these patrols are not separately identified and no charges are levied.

I can certainly assure the hon. Gentleman and any of our allies who are looking for a lead that it remains very strongly our view that the only way forward that makes sense for the EU is indeed the pursuit of an amending treaty that does not have the characteristics of a constitution. It is not quite clear to me that all of the member states that he lists have exactly the same concerns as we do, but it is certainly true that they have concerns and that we, of course, have ours.

Decisions on research trials of genetically modified organisms (GMOs) are made at a national level. We have our own procedures to consider applications for GM crop trials in England. This includes making sure that there is an appropriate risk assessment in accordance with Directive 2001/18/EC.

Naturally, I am disappointed by the Minister’s reply. The only country in Europe that has such a commissioner is the Netherlands. I am always keen to learn from good things in Europe, and as a result of the Netherlands experiment and the commissioner there, we have learned much more about human trafficking and the evils going on in that country. If we only had such a commissioner in this country, we could start to tackle the problem.

I pay tribute to the hon. Gentleman and many other hon. Members on both sides of the House for their interest in and concern about the issue. I am sure that he, like me, wants effective action. Of course, we Labour Members are always happy to learn from our European partners about what measures are working, but it is important to consider what progress we can make in this country. The inter-ministerial group that looks into such issues has been in place for some time. It enables us to bring together the work being done in many Departments across Government. There is now a United Kingdom Human Trafficking Centre, which is the first centre of its kind in Europe, and we are bringing together all the work on the issue. We continue to make progress, but we will of course continue to look at what works elsewhere.

I completely support all that goes on with regard to apprenticeship schemes for those aged 16 and above, but I wish to draw the Secretary of State’s attention to something that is still a big problem in this country: how to tie-in young boys aged about 12 and upwards who do not believe that academic routes are the routes for them but who find that schools so specialise in academic subjects that they are left out—so they truant or leave school early. That is one of the major issues that we have found as we go around communities.
I ask the Secretary of State to visit Holland, if he has not already done so. I deeply admire the Dutch for embedding their vocational training in schools, and their truancy levels are much lower than ours. A Dutch educationalist said to me that the difference between them and the United Kingdom is that they are just as intelligent, computer-literate and educated, but they also believe that people have to build the houses that they live in, carry out the plumbing work and do the wiring as well, and that they celebrate that rather than make it a second-class occupation.

The right hon. Gentleman is absolutely right about the problems that we have traditionally had in respect of vocational qualifications. They are particularly to do with the parity of esteem argument, as academic qualifications are seen as infinitely superior to vocational qualifications. That is in large part due to cultural issues, and we can do a lot in schools to address that. Let me say something about the introduction of diplomas, although they come in a bit later—at 14 to 19—and the right hon. Gentleman is right in what he says about youngsters as young as 12, and boys in particular, having to be switched on to learning. That is a general point that applies to both academic and vocational education.
I cannot emphasise enough the significance of the introduction of diplomas. They are not vocational diplomas. There is that mixture of the theoretical and the practical, which is what we have lacked in this country for so long, and those diplomas, along with apprenticeships and work-placed training as accredited training, can provide the kind of choice that our youngsters need. I said a lot yesterday on issues to do with young boys—working-class boys in particular—and trying to close the attainment gap at age 14, especially in English, as in other subjects we do not have that gender gap. All those areas are important and we are looking closely at the lessons that can be learned from what happens in the Netherlands.
