I agree absolutely with my hon. Friend. The operations in which we are involved in Afghanistan are vital to UK strategic security interests: that is why our campaign to tackle the Taliban and to deal with al-Qaeda in Afghanistan must succeed. I pay tribute not only to the forces currently deployed in Afghanistan, who are doing a brilliant job—as I have seen myself at first hand—but to all members of the armed forces who have served there since 2003. We can be rightly proud of the contribution that the men and women who wear the Queen’s uniform have discharged in Afghanistan.

I pay tribute, via my hon. Friend, to the good work done at Devonport. We are delighted that we will be taking delivery of these new vehicles. The great point about the Jackal is that it is both fast and very mobile and also very heavily armoured, so in some respects it offers the best of all possible worlds. With the announcement made last week that we will provide a further 700 protected and armoured vehicles for Afghanistan, added to the Mastiffs and the other new armoured vehicles that are already in theatre, there will be 1,200 armoured and protected vehicles in theatre, where 8,000 troops are currently deployed.

The size of the force committed to Operation Herrick 9 is about 8,000. Since October, 3 Commando Brigade has formed the core of the Helmand taskforce. As a result, more than 2,000 of that force are currently drawn from the Royal Navy itself. The Royal Navy, and all our forces in Helmand, continue to perform a vital role in safeguarding essential UK interests. We can all be rightly proud of the work that they do.

Flag Office Sea Training (South) employs 373 Royal Navy personnel and 40 civil servants in Plymouth. These figures include staff supporting training and resettlement in HMS Drake. The civil service figure includes 14 Royal Fleet Auxiliary personnel.

Not only does that deal not represent good value for money, as my hon. Friend confirmed, but Annington Homes must be making a handsome profit out of the arrangement. People are always looking to the Government for such things, but it is right to look to industries that make handsome profits out of the defence market. What discussions has the Under-Secretary had with Annington Homes to ask what it can do to put money back into the armed services?

My hon. Friend makes an important point, and I know that she takes a great interest in the matter. There is a contract, which was signed under the previous Government, to pay a set amount of money to Annington Homes under a deal that most people now recognise as pretty disastrous for accommodation for armed forces personnel. We have met representatives of Annington Homes to discuss what more we can to do to improve the housing position of our armed forces personnel. They are willing to discuss things with us—we are considering several ideas with them at the moment. When we reach a conclusion, I will be happy to report further on the matter.

I attach a great deal of importance to it. On a recent trip to Iraq, I visited the Navy. It is training marines and the Iraqi navy, which is comparatively small but developing towards the objective of it being able to take over responsibility for security, or at least to make a significant contribution to it, in the northern Arabian gulf.
With other allies, we provide security for those important oil platforms on which the whole Iraqi economy and its income depend. It is the ambition of the Iraqi navy that it will be able progressively to develop to be able to take over or add significantly to that security. It has made enormous strides and is shortly to take delivery of new ships in order to do that. At Umm Qasr, we have been continuing that training for some time—quite quietly, without much comment publicly, but very successfully.

[holding answer 29 February 2008]: The Surface Ship Support (SSS) Project is part of the wider Maritime Change Programme (MCP) that aims to deliver an affordable and sustainable maritime enterprise, and is an important element of the Defence Industrial Strategy.The SSS Project is currently exploring a wide range of support options to deliver sustainable, efficient and affordable support to legacy complex warships. One of these is the formation of an alliance between the MOD and the two major surface ship support contractors (Babcock Marine and Fleet Support Limited). While this approach is currently the leading option, no final decisions have yet been taken.Under the alliance approach, several batches of upkeep packages have already been successfully agreed by MOD and industry. By giving industry visibility of future plans, it is able to plan ahead and adapt their capabilities to meet future requirements.

I am not qualified to see that far into the future and retrospectively assess the position. However, since 1997, when the Government came to power, 31 new ships have been brought into service. We plan to spend approximately £14 billion on naval equipment in the next 10 to 15 years. That constitutes historic investment in our Navy, which will significantly increase its capability. I am sure that future generations will thank us for that investment.

My hon. Friend continues to be assiduous in the interests of her constituency, but she will know that the naval base review has decided that all three naval bases will continue to be needed. We must not only commit ourselves to the continuing use of those bases, but ensure that we preserve the skill base in the areas involved. That applies to Plymouth, as it applies to the Clyde and to Portsmouth. I am pleased to be able to meet my hon. Friend and her delegation—tomorrow, I believe.
