My Lords, in the judgments that my right honourable friend the Chancellor of the Exchequer made about how to achieve the huge and very necessary consolidation of the fiscal position here, by the end of the consolidation period, 77 per cent of the burden will have been taken by expenditure cuts and only 23 per cent by taxation, because it is precisely by not raising taxes and choking off growth that we will get the economy growing again in a balanced way. I am grateful to my noble friend for bringing our attention to that matter.

My Lords, will my noble friend confirm—as I think the noble Lord, Lord Myners, did before the election—that the actual revenue from increasing the top marginal rate of tax to 50 per cent is very much less than was anticipated? Is that the case? Will he also confirm that the lesson of the 1980s, and of the experience of other countries around the world, is that if you want the rich to pay more in taxes, you do that by cutting rates, not increasing them?

I am very grateful to my noble friend. I completely agree with his sentiments. This is not a Government who believe in medium and long-term high marginal rates of taxation. We have to incentivise the private sector to go out and generate wealth in order to deal, among other things, with the rebalancing of the economy which is now so necessary.

My Lords, the assessment cannot be done exactly in that way—but when it comes to procuring large public projects and it costs more to cancel the project than it does to complete it, that is not the sort of behaviour that most people would indulge in when spending their own money. I absolutely take my noble friend’s point that there is far too much waste in procurement in government expenditure, inherited from the previous Government, and that is not the sort of thing that any of us would do when managing our own budgets.

My Lords, the Government want to have a sustainable mortgage market in this country, and that requires a balance in maintaining a flow of mortgages so that people can get on to the housing ladder. In that regard, the actions which the Government have taken to ensure that market interest rates are kept low are paramount. On the other hand, we want to ensure that mortgage providers lend responsibly. That is why the Financial Services Authority is conducting a mortgage market review and why in July it issued a responsible lending paper for consultation.

My Lords, would my noble friend not agree that how we use language is important? There is a big difference between tax evasion and tax avoidance. After all, everyone with an ISA is involved in tax avoidance. It is extremely important that we make clear the distinction between that which is legal and that which is illegal.

My Lords, I am grateful to my noble friend, who has made the position absolutely clear. Minimising tax payments is perfectly reasonable. Where it gets into the avoidance on which HMRC needs to focus is where people have minimised their tax payments in a way that HMRC believes to be contrary to the way in which Parliament intended the tax laws to operate.

The amount of tax which is now due under this reconciliation exercise is some £2 billion from 1.4 million taxpayers, although, as I said, all amounts under £300 individually, which is for about 900,000 taxpayers, will be written off.

HM Treasury continues to develop the way in which it assesses the impact of tax changes on exchequer revenues, including through considering the case for the use of dynamic models. It is also committed to greater transparency around the public finances forecast and the assumptions and methodologies underlying policy costings.
HM Treasury published the direct effects of tax policy changes on exchequer revenues in table 2.1 of Budget 2010. Alongside this, for the first time, the Treasury also published a supplementary document, Budget 2010 policy costings, providing further details on the Noble Lord’s previous question on the tax models used by the Government.

My Lords, following the point made by the noble Lady, and given that motorways are covered in signs saying things like ““Check your fuel””—put there at great expense—what on earth is the harm in small businesses being able to put advertisements for their products in fields on the sides of lorries? Surely at a time of recession, with a Government committed to encouraging free enterprise and reducing regulation, this cannot be a priority?

My Lords, I thought someone would make this point. It is because of our comprehensive regulations that we do not have the situation seen in overseas countries, where roads are littered with advertisements. We have an effective system.

My Lords, I congratulate the coalition Government on their plan to reduce the size of the other place in order to achieve economies, but will the Minister explain why they propose at the same time greatly to enlarge the size of this House at considerable cost, and in doing so, as he himself has pointed out, perhaps bring this House into some disrepute in the country?

My Lords, can the Minister help me? I thought that the coalition Government’s policy was to implement the recommendations of the Calman report—which specifically said that we should move to a needs-based system of funding, in line with the unanimous recommendation of the committee of this House which looked at the Barnett formula in great detail not some time ago but in the last Session of Parliament.

My Lords, I think that we will probably come back to the question of bank levies tomorrow after my right honourable friend the Chancellor of the Exchequer’s Budget. He has made it completely clear that the UK supports bank levies. We will take unilateral action, but we want to seek international agreement to make sure that the bank levies are, as far as possible, introduced on a common basis.

Surely we need a response.

First, I regret that I cannot say why the previous Government made no progress on their promised consultation. As I have said before, the new Government, who have not been in office for very long, are considering this question and we will set out our approach in due course. In the mean time, I stress that we welcome the views of interested parties. I should also stress that we are looking at a whole range of issues related to SME financing which I agree is an extraordinarily important matter. The range of issues relates as much to bank lending and keeping the flow of credit going as it does to raising equity.

My noble friend has always been skilled at getting an audience on his side and his point may well have merit. But the fact is that the three major political parties which fought the last election all had in their manifestos reform of this place. We are going ahead with those commitments as perhaps the other party should have done at some stage when it had the majority to do so.

My Lords, what we as a Government have tried to do is to act responsibly by indicating that in dealing with the deficit, some difficult decisions will have to be taken. Our record on unemployment is that we have created maximum employment over many years—it reached its height at something like 29 million, which is as near to full employment as one can get—and we do not believe that an increase in national insurance will have the effect that the noble Lord has predicted. Our main point is that we have been absolutely honest in saying that as we recover from the deficit, we will have to make difficult choices. I wish that the Opposition could arrive at the same conclusion.

My Lords, I would simply not describe it as progressive reform. That is an exception. As the noble Lord, Lord Forsyth of Drumlean, knows, we have clearly lifted most of the poorest people in society out of any taxation at all. Of that I am proud. I will fight to ensure that that remains the case and is not removed by a Tory Administration.
