The expenditure over the past five complete financial years for replacing ceremonial uniforms, including hats, boots, belts, jackets, trousers and gloves, is provided in the following table.
The expenditure for the Irish Guards in 2008-09 was necessarily higher because the cloth and colour of the ceremonial uniform striping was changed.
Expenditure in 2009-10 was lower than previous financial years, principally as there has been no business requirement to replace so many uniforms.

[holding answer 3 December 2010]: The Ministry of Defence (MOD) currently has three contracts supplying 32 types of boot to armed forces personnel, most of which are used by the Army; two contracts are with UK companies, and the other is with a Spanish company.The life expectancy of boots depends upon the purpose and the environment in which the boot is being used. In normal use, most boots have an expected life of around three years but combat boots in theatre have a life of about six months.In accordance with European Union public procurement directives, it is at the discretion of the companies to choose where the manufacturing work is carried out, and the MOD does not routinely collect these data.I am withholding the information on the unit price of the boots as its disclosure would prejudice commercial interests.

There is no legislation that deals specifically with school uniform. Although governing bodies are responsible for deciding whether there should be a school uniform and how it should be sourced, guidance by the Department for Education makes clear that governing bodies should keep the cost of uniform under review, and be able to demonstrate that best value has been achieved. Governing bodies are also asked to ensure that the uniform chosen is widely available in high street shops, other retail outlets and internet suppliers, rather than from an expensive sole supplier. This guidance is reinforced in the School Admissions Code, that schools should not seek to operate as sole suppliers in order to raise funds through the sale of school uniforms, and to ensure that their policies and practices do not disadvantage any children.

I thank the Minister for that reply. He will have seen examples in news reports of servicemen in uniform being refused service, either in a hotel or when buying something in a supermarket. Is it not the case that the MoD now encourages servicemen to wear uniform? Are there any other such cases of unsuitable behaviour and discrimination being reported up the command chain? In opposition the Conservative Party talked about increasing the strength of the military covenant. Would this be a suitable vehicle for dealing with such discrimination?

Can my noble friend confirm that the leadership and boards of directors of all the major supermarkets in this country are quite clear in the instructions and advice that they give to all their employees? If that is not being done, I hope the Ministry of Defence will address it and make sure that they play their part in ensuring that the covenant is fully observed.

My Lords, the Government recognise the need to do more to ensure that our Armed Forces, veterans and their families have the support they need and are treated with the dignity they deserve. We are working on the covenant at the moment. It will be a new tri-service document setting out key, enduring general principles which can be applied to particular problems as they arise. It will be accompanied by more detailed material on what the service community can expect to see delivered.

My Lords, I know that the Minister is aware of the situation for veterans and soldiers in civilian clothes as regards accessing medical care, but this is an issue within the Government’s control. Why is it that many GPs and GP practices are not aware of the fast-track assistance for soldiers and veterans, and why is it that we can track cattle and animals throughout Europe but we do not know where our veterans are?

I am sure the whole House will agree that there is no place for those who, without good reason, refuse to provide goods and services to service personnel wearing uniform. Where incidences do occur, it is mostly a local issue. Commanding officers have been given guidance on suitable action to resolve matters, based on engagement with the local community.

As someone who lives near Thetford, in the middle of a battle area and near two Air Force bases, I often see our forces in our local stores, where they are very welcome. So we should regret this situation but also recognise that, across the country, many people rejoice in welcoming our Armed Forces.

Refusal by prisoners to wear boiler suits or other prison uniforms is dealt with as a local disciplinary matter. Records do not distinguish between such cases and other instances of refusal to comply with orders or rules. This could be established only by examining the actual records of each disciplinary hearing manually at disproportionate cost.
