At senior civil service (SCS) level in BIS we have six people with formal engineering qualifications. In addition we have another six with experience of working in the engineering industry. In total our SCS has 55 years of experience of working in the engineering industry.

The Queen Elizabeth Prize for Engineering is an independent award funded by industry. It will be administered by the Royal Academy for Engineering. The Secretary of State for Business, Innovation and Skills, the right hon. Member for Twickenham (Vince Cable), and other BIS Ministers and officials assisted the Royal Academy in establishing the prize through discussions with senior industry leaders.

The Secretary of State for Business, Innovation and Skills, the right hon. Member for Twickenham (Vince Cable), and the Secretary of State for Transport, my right hon. Friend the Member for Putney (Justine Greening), have asked their officials to work together with the sector and key delivery partners, such as UK Trade & Investment, to support the train manufacturing sector and the wider rail supply chain in securing more sustainable UK jobs through clearly identified business opportunities such as the Intercity Express Programme, Thameslink, Crossrail and High Speed 2.The Technology Strategy Board recently announced a £4 million Accelerating Innovation in Rail funding competition to support the development of technologies that are able to address the challenges facing the rail industry, as well as meeting customer requirements in both UK and international rail markets. It marks the start of a long-term strategic partnership between the Rail Safety and Standards Board (RSSB) and the Technology Strategy Board.Additionally the Department's Solution's for Business offers a range of publically-funded products and services designed to help businesses to overcome key challenges and UK Trade & Investment explore export opportunities.Furthermore, on 14 October, we also announced details of the new £57 million contract to deliver the Manufacturing Advisory Service which works with manufacturers to identify and implement productivity and innovation improvements to improve their competitiveness. It will be a national service locally delivered and tailored to meet the needs of individual businesses and local economic circumstances. The new service will focus on helping small and medium enterprise (SME) manufacturers in England to develop advanced manufacturing capabilities and could help create an estimated £1.5 billion in economic growth, 23,000 jobs and safeguard 50,000 over three years. It will start in January 2012.In order to boost technical and vocational skills for the engineering sector at all levels we are (i) doubling to 24 the number of university technical colleges we will establish by 2014; (ii) investing an extra £180 million to deliver at least 250,000 more apprenticeships over the next four years than the previous Government planned; and (iii) encouraging the development of new degree-equivalent higher level apprenticeships, which will include recognised engineering status.

Public engagement with science and engineering is vital if the UK is to realise the full potential of its significant investments in science and research. We must inspire the next generation of scientists and engineers. We must also ensure that members of the public have confidence in research being carried out and that researchers are able to listen and respond to the aspirations and concerns the public have. BIS and the Royal Academy of Engineering jointly commissioned the Business motivations for engaging the public in science and engineering report. As the report makes clear, businesses are already an important contributor to the spectrum of science and engineering engagement activities, particularly when it comes to inspiring the next generation. Together with businesses themselves, BIS will consider over the coming months where businesses could add value through involvement in other activities.

On each of the occasions that the Secretary of State has met the Japanese ambassador to the UK and other Japanese government officials, he has emphasised the importance and benefits of allowing British companies to compete on a level playing field for engineering and other contracts within Japan. Furthermore, the Foreign and Commonwealth Office continues to ensure that this matter is raised in the EU-Japan regulatory reform dialogue.

In South Staffordshire in the past year we have had considerable success in attracting engineering manufacturing jobs, but I am constantly being told that we do not have enough engineering graduates coming out of colleges and universities after 13 years of Labour government. Absolutely right—what we, rather than yourself, Mr Speaker, are doing about it is making sure that we have apprenticeships in place and that we put vocational education, which was neglected by the Labour party, back on a proper footing. We are also making sure that people are able to transfer between engineering firms. There is good news to be told.

We are concerned for those workers in Derby and that is why we have already taken prompt action. I welcome the support of local Members, but I say to the right hon. Gentleman that the contract's tendering rules were set in 2008 and you were responsible as a party for the first two years of the contract. I also remind the right hon. Gentleman that 1.7 million jobs were lost in manufacturing under the previous Labour Government.

I thank the Minister for the departmental mission statement, but the reality is that the Thameslink contract is being given to Siemens without even getting the company to build in the UK. The Minister cannot hide behind EU rules, because the French buy only from France and the Germans buy only from Germany—and the last time I looked they were in the EU. Will he stand up for British industry at last, meet the Transport Secretary before the contract is signed and ensure that we keep train building in the UK at its historic home in Derby?
