I am grateful to my hon. Friend. As Chairman of the Environment, Food and Rural Affairs Committee, she has rightly raised an issue that will concern many of us in many constituencies across the country. We feel deeply for those in the west country and elsewhere who are at risk...

It is always a pleasure to speak in these end-of-term Adjournment debates. Their value has just been aptly demonstrated by the hon. Member for Hayes and Harlington (John McDonnell), who has sent a chilling note through the Chamber, and a warning call that I hope the authorities will listen to....

To ask the Secretary of State for Defence what official guidance his Department issued to service personnel based in Germany on legal assistance insurance between 2004 and 2011.
[134086]
[holding answer 17 December 2012]: A range of guidance and information is available to personnel serving in Germany, including on insurance issues. However, the Ministry of Defence does not provide advice specifically related to legal assistance insurance, which is not a term we recognise.
Service personnel, their dependants and UK based civilians working in Germany are able to seek free, confidential, legal assistance on personal issues from the Army Legal Assistance (ALA) scheme, which has been in place since 1960. The ALA scheme exists to reduce some of the disadvantage of serving overseas by offering soldiers and their families access to the sort of legal advice and assistance which would normally be readily accessible when stationed in Britain.

To ask the Secretary of State for Work and Pensions whether individuals in receipt of income from mortgage payment protection policies are eligible to claim support for mortgage interest.

To ask the Secretary of State for Work and Pensions whether individuals in receipt of income from mortgage payment protection policies are eligible to claim support for mortgage interest.
[133496]
Yes. People in receipt of income from mortgage payment protection policies can claim support for mortgage interest as part of income support, income-based jobseeker's allowance, income-related employment and support allowance or pension credit. However, there are rules that govern the treatment of income from such policies in these income related benefits. Generally all income is taken into account when assessing an income related benefit unless certain disregards apply.
Where income from mortgage payment protection policies is used to pay a homeowner's mortgage liabilities it would be inappropriate for those same housing cost liabilities to be met through state benefits as this would amount to double provision. The benefit rules ensure that public and private provision does not overlap and that tax payers are not subsidising housing cost liabilities which are being met by other means.

We remain committed to ongoing discussions with the Association of British Insurers, on behalf of their members, and others about what replaces the Statement of Principles agreement. There are a range of options on the table and we need a lasting solution that ensures affordable insurance bills for those at flood risk but does not place unsustainable costs on wider policyholders and the taxpayer.
Tackling flood risk remains the most effective way of keeping insurance terms affordable in the long-term. It was announced in the autumn statement of 5 December 2012, Official Report, columns 871-82, that an extra £120 million will be spent over the next two years (April 2013-March 2015) to accelerate around 50 flood defence projects. This combined with increasing levels of external co-funding means that over the current spending period, more will be spent on flood and coastal risk management than ever before.

The future of flood insurance is a priority for the Government. We need a lasting solution that ensures affordable insurance bills for those at flood risk but does not place unsustainable costs on wider policyholders and the taxpayer.
A range of options are on the table; the Association of British Insurers (ABI) has a particular preferred solution that involves the taxpayer underwriting insurance losses but other options are also available. No final decisions have been taken.
The Government remain committed to ongoing discussions with the ABI, on behalf of their members, and others about what should replace the statement of principles agreement.

While it is up to young people to arrange their own insurance, in February the Prime Minister hosted a summit to explore what action might be undertaken to lower costs. The Department is committed to working with the insurance industry, young people, and other key partners to reduce the level of risk to young drivers and, in turn, their insurance premiums.

The information requested is not held by the Department. This is because the Department does not collect information on whether drivers were insured or not as part of the accident data set.

The Department has taken a number of steps to tackle uninsured driving, fraud and the cost of motor insurance:
(a) The continuous insurance scheme (CIE) introduced last year has enabled enforcement action to be taken against those who keep a vehicle without insurance. CIE supplements police powers introduced in 2005 to seize uninsured vehicles being driven on the road.
(b) Working with the insurance industry to allow them access to DVLA driver details on penalty points and disqualifications to reduce fraud.
(c) On 2 May the previous Secretary of State hosted a cross Government Summit with the insurance industry on measures to reduce the cost of premiums to lessen the incentive drive while uninsured.

We need a lasting solution that ensures affordable insurance bills for those at flood risk but does not place unsustainable costs on wider policyholders arid the taxpayer.
Earlier this year DEFRA, in collaboration with, the National Flood Forum and insurance industry representatives published a guide to help householders in high flood risk areas obtain appropriate insurance. We have also established a common methodology for reporting the impact of property level flood protection measures in reducing potential flood damages so that insurers can take this into account in their pricing decisions.
Tackling flood risk remains the most effective way of keeping insurance terms affordable in the long term. The Chief Secretary to the Treasury, the right hon. Member for Inverness, Nairn, Badenoch and Strathspey (Danny Alexander), recently announced that an extra £120 million will be spent over the next two years (April 2013 to March 2015) to accelerate around 50 flood defence projects. This, combined with increasing levels of external co-funding, means that over the current spending period more will be spent on flood and coastal risk management than ever before.
