It is good to see you in the Chair, Mr Deputy Speaker, in your now traditional role of the Speaker’s version of Santa Claus, giving presents to the Back Benchers. I hope that next year we will see you enter into the spirit a little more, with something less sombre...

My understanding is that those in Bomber Command are getting a clasp to an existing medal, probably the Europe Star, that says “Bomber Command”—I hope not, but that is my understanding. I would like to see a medal, just like for those in the Arctic convoys.

Thank you very much, Mr Deputy Speaker, for presiding over our last debate before Christmas. I have one specific subject that I want to raise, and a couple of very little things that I shall mention at the end.

Why is it that, 65 years after 55,000 of them—young men of Bomber Command—gave up their lives for our freedom and national survival, they are still waiting for a medal? If not now, when so few of them are left with us, when?

It is a pleasure to follow my near neighbour and constituency MP, the hon. Member for Brent North (Barry Gardiner), in this debate, and I join him in celebrating the 25th anniversary of Brent pensioners forum, and that of St Luke’s hospice, which is on the border of our two...

The following table shows the numbers of UK regular forces who were permanently based in Plymouth on 1 April 2011 and who subsequently left their service in the financial year 2011-12. Details are available for those who left voluntarily (voluntary outflow1), for those who completed their contract (time expiry) and for those who left for any other reason (other).
We are not able to further break down the data to provide numbers for those who retired.
Voluntary outflow is defined as all exits from trained UK regular forces which are voluntarily generated by the individual before the end of their agreed engagement or commission period.

UK regular forces includes all trained and untrained personnel.
Gurkhas, full-time reserve personnel, and mobilised reservists are
excluded. Due to the rounding methods used, figures may not always
equal the sum of the parts. When rounding to the nearest 10, numbers
ending in five have been rounded to the nearest 20 to prevent
systematic bias. 2 Naval service personnel on sea service are included against the local authority containing the home port of their ship. 3 Fewer than 5. |
We announced an extra £280 million on 6 September to extend the Firstbuy scheme. This means we will help some 27,000 first-time buyers into home ownership by March 2014. Former members of the armed forces have priority to access this scheme up to 12 months after discharge.

Will my hon. Friend update us on how local government housing associations are prioritising former armed forces personnel and their families, who have served their country so well?

My hon. Friend makes a very good point. As I suspect he knows, we have changed the law so that ex-service personnel who have urgent housing needs are always given additional preference for social housing by local councils. I think that will make an important difference.

In Northern Ireland, the military covenant would need to be in place to ensure that ex-service personnel would have the opportunity to get housing. What discussions has the Minister had with the Ministry of Defence to ensure that that happens?

I shall certainly make sure, as the record of the House will show, that my ministerial colleagues in the Ministry of Defence are made aware of that. As the Minister responsible for housing in England, I suspect it would be wiser for me not to cross the Irish sea.

[holding answer 3 December 2012]: The Teaching Agency began logging the numbers of applications to initial teaching training from service leavers in March 2011. Between March 2011 and October 2012, 254 service leavers applied to ITT, of which 132 have been accepted. This figure will rise as more ITT providers confirm their acceptances. The rate of acceptances for service leavers is therefore slightly more favourable than in the wider recruitment picture.
For academic year 2012/13, additional places on the Graduate Teacher Programme were available exclusively to service leavers, and 19 service leavers have taken up the offer.
We recently invited proposals to deliver the new Troops to Teachers programme. We will appoint a consortium of schools and training providers in January, with a view to the programme beginning next year.
