It is obviously difficult for me to talk about an individual case, but I would be happy to hear more about it from my hon. Friend. It is important that neighbourhood plans strengthen the powers of local communities to determine where development should and should not happen. If the neighbourhood plan is in general conformity with the local plan, the neighbourhood plan’s policies will take priority and will help protect her constituents from unwanted development on speculative sites.

According to Worcestershire county council there were 2,175 business start ups in 2010. The figures for 2011 are due for release on 13 December 2012.
Worcestershire companies were invited to the events during the recent Export Week which included an Explore Export Event attended by over 60 commercial officers from embassies and consulates around the world, including South Africa, Turkey, Egypt, Brazil, India, Thailand and Russia. UK Trade and Investment and the Herefordshire and Worcestershire Chamber of Commerce are working with Worcester Local Enterprise Partnership on a major export event on 5 March 2013. Plans are being developed in the west midlands for events and trade missions in 2013/14 including visits to Russia,
China and Hong Kong, India, South Africa, Brazil, Thailand and many other export markets. These opportunities will be promoted widely to companies in Worcestershire along with other regionally and nationally organised events and trade missions such as the Asia Task Force Events planned for March 2013 with the aim of getting more companies to trade internationally especially to the faster growing economies.

I have been asked to reply on behalf of the Department for Business, Innovation and Skills.
In the past year UKTI significantly supported 176 individual Worcestershire companies via a range of schemes supporting both experienced exporters growing into new markets as well as companies new to exporting. We have supported companies with specific advice on individual markets entry into 43 countries, with the most accessed markets being Germany, Canada, China, Mexico, Belgium and Romania.

[holding answer 5 November 2012]: The Department recognises that the current funding system is unfair and out of date. It is based on a historic assessment of need which dates back to at least 2005/06. This means that as the needs of pupils have changed in areas such as Worcestershire, the levels of funding have not always reflected those changes.
In March the Secretary of State for Education, the right hon. Member for Surrey Heath (Michael Gove), announced our intention to introduce a new national funding formula during the next spending review period.
A new national funding formula would redistribute money across local authorities to reflect the current needs of pupils.
From 2013-14, we are simplifying the way in which funding is distributed within local authorities so that there is greater transparency and consistency. This is an important first step towards a national funding formula.
To ensure that these new arrangements do not result in sharp changes to schools budgets, we have put in place a Minimum Funding Guarantee (MFG). In 2013-14 and 2014-15, the MFG will mean that, in most cases, schools will not experience a reduction to their budgets of greater than 1.5% per pupil. I cannot give an exact value beyond 2014-15, but I can assure the House that an MFG will continue. As I have discussed with the hon. Member, the Department will review the 2013-14 arrangements and consider whether changes should be made for 2014-15 to help us move towards a new national funding formula. I have made a commitment that the Department will work with Worcestershire county council in conducting this review.

Three beneficiaries in Worcestershire have been awarded conditional Regional Growth Fund (RGF) allocations in Rounds 1 and 2.
The applicants state that in total the three projects will create and safeguard 7,632 jobs over the next 10 years. Based on the levels of private investment we expect a further 279 jobs to be created as a result of the RGF intervention. Applicants estimate that 85% of these jobs will be created and 15% safeguarded.
We will monitor the forecast employment and investment once the contracts are finalised.

I just want some reassurances, on behalf of the parents and young people of Redditch, that finally, after 13 years of Labour failing to deal with the issue, we are going to address the national funding formula. I also wish to invite him to come to Redditch to see some of our fantastic schools, which do a very good job in difficult circumstances.

My hon. Friend is right to say that we already need to take those first steps towards a more rational and fairer formula. We are doing exactly that by reducing the huge number of existing variables in the formulae across the country to a much smaller number. That is the first step in moving to a fairer formula for the whole country.

I thank my honourable constituency neighbour for that observation. Staff costs certainly form by far the largest part of a school budget. It makes sense to have money follow the pupil, as that gives a clear signal to schools that they will do better if they can attract more pupils....
