13 Member States are officially compliant with the EU sow stall ban and the majority of non-compliant countries are now informally reporting over 95% compliance levels.
The European Commission has not publicly released any further details. However, it is working proactively to ensure compliance as soon as possible and has already issued formal notice of infringement proceedings which it expects to follow up in the new year.
Member States cannot impose unilateral trade restrictions for welfare reasons.

In response to the Government's Drugs Strategy, the detection of new psychoactive substances is a high priority target for Border Force, alongside existing priorities in respect of cocaine and heroin. Border Force deploys its resources according to risk, using established intelligence and targeting techniques. Border Force also works closely with other agencies, including the Police.

Stakeholder engagement is key to the successful delivery of our strategy for tackling invasive non-native species. DEFRA officials have had a number of discussions with the British Association for Shooting and Conservation on a range of non-native species issues and its representatives attend the annual non-native species stakeholder forum regularly. Both the British Association for Shooting and Conservation and the Countryside Alliance have been consulted on the draft EU regulation on invasive non-native species.

The investigations have shown that all horse passports submitted with these animals for slaughter were issued by authorised passport issuing organisations, and there was no evidence to question the validity of the information contained within the passports.
Summaries of the outcomes of follow-up inspections into non-compliant results under the UK's statutory residues surveillance programme, operated under Council
Directive 96/23/EC, are published in papers considered by the independent Veterinary Residues Committee (VRC). These can be seen at:

These are available in the Library of the House, as mentioned in the answer I gave on 18 March 2013, Official Report, column 530W.
Summaries of the results of. follow-up inspections of non-compliant results from the Food Standards Agency's 100% testing programme, introduced from 30 January 2013, will also be considered by the VRC and published. Information from these inspections, as well as previous ones, will provide more evidence on the most common reasons for these horses being presented for human consumption. This will help to target information campaigns to owners and their veterinarians.

Products of animal origin (POAO), including meat, which are imported from third countries must have been produced to standards at least equivalent to those in the European Union (EU). POAO imported from third countries must:
come from an approved country;
come from a country with an approved residue plan;
come from an approved establishment/plant;
be accompanied by appropriate animal and public health certification;
enter the EU through a Border Inspection Post (BIP) where checks are carried out to ensure that import conditions have been met.
The European Commission's Food and Veterinary Office (FVO) is responsible for carrying out inspections in the third countries from which POAO is imported. Particular account is taken of:
an exporting country's disease status and the health status of livestock and other domestic animals;
its rules on prevention and control of diseases, including its rules on its imports from other countries;
the use of veterinary medicinal products, including rules on their prohibition or authorisation; and
the organisation of the competent veterinary authorities and inspection services.
Horsemeat imported from Mexico has been subject to EU wide safeguard measures since 2006. Every consignment entering the EU has to be tested for residues of veterinary substances at the BIP. Following the most recent FVO audits in Mexico, the Commission services asked the Mexican authorities to submit an action plan in response to the recommendations made in the audit report. An action plan has now been provided and is being considered by the Commission and the FVO.
Consignments of horsemeat from Canada are also inspected and sampled at the EU border. There was a positive case in a consignment from Canada in July 2012 indicating the presence of Clembuterol and Phenylbutazone. Following this unfavourable result consignments of horsemeat from Canada have been subjected to reinforced checks. No further positive results have since been found.
Should there be an outbreak of disease or other circumstances likely to present a risk to human or animal health, EU legislation allows member states to take appropriate safeguard action, which may include a ban on imports of POAO from all or parts of that country. Any such action would need to be endorsed by the European Commission and it is likely that a common EU position would be quickly adopted.
There is no record of any horsemeat being imported into the UK from any third countries during 2012 and January to April 2013.
There are no plans to introduce a unilateral ban on imports of horsemeat from Canada and Mexico. DEFRA will continue to work with the Food Standards Agency to monitor the situation and will act if it is in the public interest to do so.

Since 1 April 2009 operational responsibility for detecting controlled drugs, illegal firearms, illicit alcohol and tobacco at UK frontiers has rested with the UK Border Agency/Force.
Around 206 HMRC officers are engaged in the gathering of intelligence on alcohol and tobacco movements, in order to facilitate the seizure of illicit consignments being imported to the UK.
Both activities are elements of the UK's holistic response to tackling tobacco and alcohol fraud, detailed in the joint HMRC and UKBA tackling tobacco. Smuggling’ strategy and HMRC's “Tackling Alcohol Fraud” strategy.
