Data on costs is not centrally held. Councils' statutory planning functions are financed by central Government grant, locally retained revenues and planning fees. My Department follows the New Burdens doctrine when introducing duties on local authorities. We have also offered councils a range of practical assistance to help them prepare up to date Local Plans.
