The Deputy Prime Minister will be aware of the case that I am about to raise; it is an urgent matter that I would like him to address. A young constituent of mine fled a violent and abusive relationship in Italy and brought her three and a half-year-old son with her. She is now in Wales, and the High Court has since ruled under The Hague convention that she has to return to Italy on Monday. Will the Deputy Prime Minister use his best endeavours to ensure that the Italian authorities realise that arresting her would be unfair and disproportionate, and that it would be little short of abominable to take that young boy into a care centre pending the outcome of the proceedings?

I am aware of the right hon. Gentleman’s interest in this matter. It is a desperately sad case and on a human level I would love to be able to pronounce on it, but as he knows, Ministers cannot comment on or intervene in cases that are or have been before the courts, whether in this country or abroad. However, I am sure that the Foreign and Commonwealth Office will be able to provide consular assistance to the mother as she pursues her case in Italy, including providing details of English-speaking local lawyers and seeking updates from the local court about progress in the case.

The Government is keen to ensure that, where European Union (EU) Member States' migration systems come under pressure, support is provided in the form of practical cooperation. The European Asylum Support Office (EASO) is the primary mechanism for the provision of such support within the EU. The UK actively contributes to EASO, including providing staff for EASO's Asylum Support Teams.
EASO is currently providing support to Italy in the form of a Special Support plan that was signed on 4 June 2013.
With regard to Syria, I share the deep concern of others regarding the worsening humanitarian crisis. The Government has provided £500 million already to the regional Syrian relief effort. Beyond the provision of humanitarian aid, the Government's objective is to ensure that effective protection is provided in the region and that support is given to the neighbouring countries that are bearing the brunt of the displacement. With over two million people now having been displaced from Syria, regional protection is the only realistic means by which the rights of the vast majority of displaced persons can be safeguarded.
Accordingly, the Government supports the EU's plans to establish a Regional Protection Programme (RPP) for those displaced by the Syrian crisis. In July we confirmed that the UK is prepared to contribute up to Euro 500,000 to the programme and we look forward to playing an active and constructive role on the programme's Steering Committee.
Our participation in this project in line with our strong view is that it is best for displaced people to be provided protection as close to their region of origin as possible, rather than being brought to the EU.

The Government has not received any documents from Oxitec Limited in relation to exports of genetically modified (GM) insects to Spain, Italy, Morocco or Panama. Exports to other EU countries do not need to be notified to the Government, nor do exports to non-EU countries where the GM organisms are intended to be kept in contained-use facilities. We shall place in the Library a copy of the documents supplied by Oxitec for its export of GM mosquitoes to Brazil, some of which were made available previously in response to an earlier Parliamentary Question. The discrimination faced by UK and foreign national lecturers in Italy is unacceptable and illegal. We have pressed the Italian authorities to find a solution to this issue. Our embassy in Rome has been facilitating dialogue between the Association of Foreign Lecturers in Italy, and the Italian Education Ministry. The Minister for Universities and Science, my right hon. Friend the Member for Havant (Mr Willetts), and the British ambassador to Italy have both raised the importance of solving this issue with the newly appointed Italian Minister for Education, Maria Chiara Carrozza. While the UK Government is not currently engaged in any discussions about whether to exclude Italy from the Erasmus or Bologna processes, we will continue to look at all available options to encourage a prompt resolution to this issue.

There have been no such discussions. BIS officials are in regular contact with the British Retail Consortium on a range of issues, including carrier bags. The proposed Italian law applies only to Italy. UK waste policy is a matter for the Secretary of State for Environment, Food and Rural Affairs, my right hon. Friend the Member for North Shropshire (Mr Paterson).

Plastic packaging is regulated under the EU Packaging and Packaging Waste Directive to ensure the environment is protected. As the Italian measure goes beyond these requirements by allowing only biodegradable bags and prevents British businesses selling similar recyclable and other degradable bags into this market, the UK made comments on the proposed law in the form of a Detailed Opinion under the Technical Standards and Regulations Directive 1998/34/EC.

We regard the issue of discrimination over jobs and pay against UK and foreign national lecturers in Italian universities as completely unacceptable. Our embassy in Rome has been pressing the Italian administration to resolve this issue, including through facilitating dialogue between the Ministry and the Association of Foreign Lecturers in Italy (ALLSI). I have not had the opportunity to discuss this with the Italian Ministry of Education but the British ambassador to Italy held discussions earlier this month with the recently appointed Minister for Education, Maria Chiara Carrozza, during which he raised the importance of finding a solution to this issue. The UK Government lobbied the previous Italian Government hard on this and intends to continue lobbying the new Government until a satisfactory solution is found.

UK exports of goods to Italy fell significantly in 2012, reflecting weaker demand in Italy and EU markets more widely. This fall followed on the back of strong growth in the previous two years. In 2011 the value of UK exports to Italy saw a year-on-year increase of over £1billion, overtaking Spain as the UKâs 7th largest market for goods.
The first two months of 2013 have seen a slight growth in exports to Italy and a reduction in the value of imports, improving our trade deficit. It is too early to say whether we are seeing signs of a recovery, but this is a promising start.
Rebalancing the economy and removing our trade deficit is a top priority for the Government. To achieve this, the Prime Minister has made it clear that we need to get an additional 100,000 more companies exporting and the Chancellor has set a target of more than doubling our exports to £1 trillion by 2020.
Italy is an important export market for the UK and UK Trade & Investment (UKTI) has a dedicated trade team providing support and advice to UK companies trading in or looking to enter the Italian market. UKTI Italy is focusing its efforts on priority sectors that will provide the best returns for the UK economy, including defence and security.
