To ask Her Majesty’s Government what assessment they have made of reports that African Barrick Gold has used Tanzanian police to provide security at the North Mara Gold Mine.[HL3837]
According to African Barrick Gold, the company has signed a memorandum of understanding with the Tanzanian police force for the provision of police force patrols in the general area surrounding the mine. Police only enter the company’s property in cases of emergency.

To ask the Secretary of State for Business, Innovation and Skills what assessment his Department has made of the quality of corporate governance of UK public companies operating in the extractive industries.
The UK has a world class corporate governance framework which all listed companies, including extractive industries companies, must meet. Listed companies are required under the Listing Rules either to comply with the provisions of the Corporate Governance Code or explain to investors in their next annual report why they have not done so. If shareholders are not satisfied they can use their powers, including the power to appoint and remove directors, to hold the company to account.
The Financial Conduct Authority (FCA) published a consultation paper in October 2012 (CP12/25 available at:

which made a number of proposals to enhance the effectiveness of the UK Listing Regime. This included consideration of some concerns which had been raised in relation to a number of UK listed extractive industries companies. The FCA published a further paper in November 2013—CP13/15 available at:
http://fca.org.uk/your-fca/documents/consultation-papers/cp13-15
providing feedback on the consultation exercise. This outlines a number of changes to the Listings Rules which seek to address these concerns, and consults further on several other proposals in light of the responses received. The Government is closely involved with the FCA in this work and will continue to consider, as it progresses, whether any wider changes to the corporate governance framework may be necessary.

The DFID independent Research Advisory Group (RAG) chaired by the Vice-Chancellor of Cambridge Professor Sir Leszek Borysiewicz held its 10th RAG meeting at the European Commission (EC) on 21st November 2013, with senior EC officials from Directorate General Development Commission and Research and Innovation.
DFID is working with the UK Medical Research Council which contributes to the European and Developing Countries Clinical Trial Partnership (EDCTP), a partnership between 14 EU countries Norway, Switzerland and Sub-Saharan African countries.
DFID is funding the Improving Water Security for Poor People (IWSP) programme, will produce robust evidence for decision-makers in Africa and South Asia, on how to ensure sustainable delivery of water services to multiple users at scale.

To ask the Secretary of State for Business, Innovation and Skills what assessment his Department has made of the level of financial transparency in UK public companies operating in the extractive industries.
The coalition Government strongly believes that transparency in the extractives sector is essential to ensure that those living in resource-rich countries see the benefits from the extraction of their natural resources.
This is why the Government supported the EU in bringing forward regulations to require large extractive companies to report the payments they make to the Governments of all the countries in which they operate. Following the G8 summit in Lough Erne, the UK is committed to implementing these requirements early.
In addition the Government has made the commitment to report under the Extractive Industries Transparency Initiative. As EITI Champion I am keen for the UK to drive forward its implementation. The Multi Stakeholder Group has been setup and is working towards achieving candidacy status.
