Andrew Stephenson (Pendle) (Con):
In the town of Colne, where I live, unemployment is down and small businesses are flourishing, but serious traffic congestion is holding back the economic growth of the area. Will the Prime Minister join me in welcoming the start of a six-week consultation on a Colne bypass that would address this problem and boost job creation in Pendle and east Lancashire?

I very much welcome what my hon. Friend says. He is absolutely right about the need to build bypasses and roads in our country, which is why we are spending £3 billion over the Parliament on major upgrades. I welcome the consultation on the Colne bypass. As he says, it comes at the same time as very good news on unemployment and employment, with 1 million more people in work in our country.

To ask the Secretary of State for Education how many 16 to 18 year olds in Pendle were not in education, employment or training in each of the last five years.
Local authorities collect information on the proportion of 16 to 18-year-olds who are not in education, employment or training (NEET) in each local authority area in England.
The figures for Pendle cannot be disaggregated from those for Lancashire as a whole, which are as follows:11http://www.education.gov.uk/16to19/participation/neet/a0064101/strategies-for-16-to-18-year-olds-not-in-education-employment-or-training-neet
| Estimate

| 2012 | 2,290 | 5.5 |
| 20111 | 2,610 | 6.2 |

The figures for 2011 and 2012 cannot be compared with those of previous
years because from 2011 young people have been recorded by where they
live. Prior to that they had been recorded by where they
study. |
I echo my right hon. Friend’s comments about the Boston marathon. Our thoughts and prayers are with the families of those who were injured.
Back in February, I raised with the ministerial team the subject of Olympic legacy funding and the funding of grass-roots sports clubs. I am delighted to say that since then another Pendle club, Burwain sailing club and training centre, has benefited from funding. I have recently been working with Colne football club, which will also be bidding for funds. What more can Ministers do to promote the funding that is available to grass-roots sports clubs in Pendle?

As my hon. Friend will know, increasing participation in sport is at the heart of our legacy programme, and we have a £1 billion fund to promote it. In particular we have the Places People Play scheme, which relates directly to the legacy, the aim of which is to ensure that people continue to be inspired by London 2012 not just for the next 12 months, but for the next decade.

I refer my hon. Friend to the answer given to a question from the noble Lord, Lord Greaves, on 11 December 2012, Official Report, House Of Lords, columns WA218-9.
In addition to £160 million the Government have already committed to bringing over 11,200 empty homes back into use, on 26 November 2012, we launched a bidding round to bring a further 5,000 empty homes back into use using a share of £300 million announced in the housing and growth package.
Pendle borough council has been awarded over £2.35 million to bring 227 empty homes back into use by March 2015.
The 2013-14 new homes bonus provisional allocation for Pendle borough council will total £372,612. This includes instalments from years one, two and three of £101,765, £92,127 and £179,420 respectively. The year three instalment will be paid for six years; and includes an affordable homes premium of £7,280.
News in January that Seedhill athletics track and fitness centre in Nelson has been awarded a £50,000 grant by Sport England to resurface the running track followed similarly great news for Colne and Nelson rugby club, Belvedere and Calder Vale sports club, and Pendle Forest sports club. Will my right hon. Friend join me in congratulating all the volunteers involved in those excellent Pendle sports clubs on securing their part of the Olympic legacy?

I join my hon. Friend with pleasure in congratulating those volunteers. I should add to his excellent question by saying that more than 1,000 local community sports clubs have benefited from funding under Places People Play. The funding was made available by the reforms to the lottery introduced by this Government and opposed by the Labour party.

To ask the Secretary of State for Health what proportion of (a) children and (b) adults in Pendle constituency were classed as (i) obese and (ii) overweight when measured by body mass index in the most recent period for which figures are available.
[140501]
The information requested is not centrally available in the format requested.
There are two sources of data from which relevant information about obesity and body mass index can be obtained—the ‘Health Survey for England’ and the ‘National Child Measurement Programme’.
Information on the prevalence of obese and overweight adults (men and women) aged 16 and over in England for each year from 1993 to 2011 is available in table 4 of the adult trend tables from ‘Health Survey for England—2011 trend tables’.
Information on the prevalence of obese and overweight men and women aged 16 and over by strategic health authority (SHA) for 2011 is available in table 10.4 of the ‘Health Survey for England—2011: Health, social care and lifestyles’.
Information showing the prevalence of children (aged two to 15) who are obese or overweight is available in table 4 of the child trend tables from ‘Health Survey for England—2011 trend tables’. Information is available for children aged two to 10 and also for children aged 11 to 15 and 2 to 15 combined in England, for each year from 1995 to 2011.
Information on the prevalence of obese and overweight boys and girls aged two to 15 by SHA for 2011 is available in table 11.3 of the ‘Health Survey for England—2011: Health, social care and lifestyles’.
Information on the prevalence of obese and overweight children by region and local authority is available in tables 3A and 3B in the excel file accompanying ‘National Child Measurement Programme: England, 2011/12 school year’. In table 3A the geography is derived from the postcode of the school and in table 3B it is derived from the postcode of the child. However, this information is only available for children in school year reception (generally aged four and five) and school year 6 (generally aged 10 to 11). The latest year available is school year 2011-12.
The information contained in the tables referenced has been placed in the Library.
