We continue to believe that a cross line polio vaccination campaign led by UNICEF and WHO is a priority and we have supported this with lobbying across the board at all levels of the United Nations (UN). The issue was most recently raised with the Deputy Executive Director of UNICEF on 11 December 2013 during his mission to Sudan. We also pushed hard for and were successful in securing a statement by the UN Security Council in October 2013.

The first phase of Sudan's national polio vaccination campaign has taken place in all areas with the exception of those areas of South Kordofan and Blue Nile states which are controlled by the Sudan People's Liberation Movement—North (SPLM-N). We remain greatly concerned that the 165,000 children in those areas have not been vaccinated, and have continued to lobby the Government of Sudan and the leadership of SPLM-N to agree the terms for a cessation of hostilities which would allow for a full campaign to take place.

At the United Nations (UN) General Assembly, the UK called for action to implement the UN’s proposals for unfettered humanitarian access inside Syria. This resulted in a Presidential Statement on the humanitarian situation in Syria which called for a humanitarian ceasefire as well as unhindered humanitarian access, lifting bureaucratic obstacles, granting visas/permits, assisting cross-border delivery and demilitarising schools and medical centres. The UK is also seeking strong action at the UN Security Council, including the option of a Resolution if necessary to lead to aid and polio immunisation programmes reaching those in most need in Syria.

Access is key and the UK has been leading the call for full unhindered humanitarian access and will continue to push for this and for specific measures to be taken to allow rapid scale-up.

The World Health Organisation (WHO) has so far confirmed 10 cases of Wild Polio Virus and there are a further 12 suspected cases. The UK Government is in discussion with the WHO-led ‘Emergency Response Team’ established specifically for this purpose on how to do this.

The World Health Assembly has endorsed the Polio Eradication and Endgame Strategic Plan 2013-2018 (the Strategic Plan). Ending the transmission of polio by 2014 is the first objective of the Strategic Plan. Polio remains endemic in only three countries: Nigeria, Pakistan and Afghanistan. However this objective and in turn the date for certification is put at risk by the recent outbreak of polio in the Horn of Africa and Syria as well as the difficulties in accessing all vulnerable children in the remaining endemic countries. The Global Polio Eradication Initiative (GPEI) is
working closely with countries to respond to recent cases in the Horn of Africa and Syria and to reach all vulnerable children.
We have a unique opportunity to create a polio-free world. At the Global Vaccine Summit in Abu Dhabi in April 2013 the United Kingdom pledged up to £300m for polio eradication over the six year period 2013/14 to 2018/19.

DFID is working closely with the Federal Government of Somalia who have initiated an emergency response to the polio outbreak jointly with the World Health Organisation (WHO), United Nations Children's Fund (UNICEF), and Global Polio Eradication Initiative (GPEI) partners. The response aims to interrupt the transmission of polio in Somalia and curtail its spread to uninfected areas.
In August, DFID made a contribution of £10 million to WHO for tackling polio in the East Africa region, with a focus on Somalia. This was followed by a contribution of £1.8 million in October from DFID Somalia to UNICEF Somalia in response to the joint polio appeal.

At the Abu Dhabi Vaccine Summit in April 2013 the UK pledged up to £300m over six years from 2013 in support of the eradication of polio. In July 2013 the UK provided an additional £10m in response to the Global Polio Eradication Initiative’s (GPEI) appeal for financial assistance to counter the May 2013 polio outbreak in the Horn of Africa. GPEI allocates the annual UK contribution according to areas where the need is greatest.

DFID supports the Global Polio Eradication Initiative's 2013-18 Polio Eradication and Endgame Strategic Plan. DFID staff were involved in its development, and will monitor its implementation. The Plan has been designed to take specific operational challenges including security into account, and recognises the importance of mitigating and addressing the risks that the GPEI faces.

DFID supports the Global Polio Eradication Initiative's (GPEI) 2013-18 Polio Eradication and Endgame Strategic Plan. The Plan sets out a clear strategy to build demand for all vaccinations and to strengthen routine immunisation as well as polio vaccinations. It will be important to successful implementation of the strategy for GPEI and all partners, including country Governments, to improve communications and advocacy around best practice and lessons learned especially to build the acceptability of vaccinations in general among local communities. DFID staff were involved in the Plan's development and will monitor its implementation.

DFID recognises the important role for Islamic leaders in supporting the eradication of polio, including those activities that the Global Polio Eradication Initiative (GPEI) is undertaking. GPEI's Islamic Advisory Council is a new forum set up to discuss ways in which Islamic leadership can help communities to ensure protection for all Muslim children in both countries. The UK supports this initiative.
