The Government has not yet made a final decision on whether to introduce standardised packaging of tobacco products. The Government continues to consider carefully all issues relevant to the introduction of standardised packaging of tobacco products and a decision will be taken in due course. The United Kingdom notified the draft regulations under the EU Technical Standards Directive (Directive 98/34/EC). Pursuant to this Directive, the regulations cannot be made until after the notification ‘standstill’ period has ended on 2 March 2015. If the Government does decide to proceed with standardised packaging, a decision will then be made as to the appropriate Parliamentary timetable for the proposed regulations.

The draft regulations for standardised packaging of tobacco were notified to the European Commission under the Technical Standards Directive (Directive 98/34/EC) on 29 August 2014. 11 member states provided detailed opinions in response to the United Kingdom notification. These detailed opinions are now being considered carefully. The UK will respond to the detailed opinions in due course, as specified by the Technical Standards Directive.

The draft regulations for standardised packaging of tobacco were notified to the European Commission under the Technical Standards Directive (Directive 98/34/EC) on 29 August. This procedure allows other member states and the European Commission to examine the draft regulations and provide comments or detailed opinions.

The Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Camborne and Redruth (George Eustice), met the British Beer and Pub Association in March this year to discuss the producer responsibility regime for waste packaging. Officials have also met the BBPA as well as the Wine and Spirit Trade Association and individual brewing companies to discuss packaging waste.
I thank the Minister for being a long-standing supporter of the beer and pub industry. Will he join me in supporting the Sustain initiative by the BBPA, which is not only increasing compliance but reducing packaging costs to the brewing industry? Does he agree that this shows we have a listening Government, who listen to the industry about the glass recycling targets, which has saved the industry £15 million a year as a result?

I echo my hon. Friend’s words about the steps the industry has taken and I thank him, too, for the work he does to support this important industry. The scheme he mentions has come from within the industry: it is new and not for profit, has an excellent compliance scheme and is a good example of how the industry can organise itself to recycle more and to bring down the cost of compliance.

HMRC has carried out a “futures analysis” to identify the potential impact the introduction of Standardised Packaging could have on the illicit trade in tobacco. This assessment has been shared with the Department of Health to inform the development of Government policy.

Smoking cessation information, to signpost consumers to quitting support, will be mandatory from May 2016 when the revised European Tobacco Products Directive (2014/40/EU), is implemented into United Kingdom law.
