To ask the Secretary of State for Environment, Food and Rural Affairs, if the Government will update legislation regarding the selling and breeding of pets to reflect the increased trade of pets on the internet.
To ask the Secretary of State for Environment, Food and Rural Affairs, if the Government will update legislation regarding the selling and breeding of pets to reflect the increased trade of pets on the internet.
The existing legislation in this area provides enforcers with powers to tackle complaints about poor welfare in breeding establishments and pet shops. The existing laws on the selling of pet animals apply to the commercial selling of animals over the internet for businesses based in this country. Defra has been working with the Pet Advertising Advisory Group (PAAG) and the main internet advertising sites who have adopted minimum standards for the on-line advertising of pet animals. Since PAAG launched the minimum standards last year (which were endorsed by Defra), over 100,000 inappropriate advertisements have been removed from the internet. Defra with PAAG will continue to press other internet sites to adopt the minimum standards and some sites will go further.
To ask the Secretary of State for Environment, Food and Rural Affairs, what action the Government plans to take to address neglect, cruelty and abandonment of pets.
To ask the Secretary of State for Environment, Food and Rural Affairs, what action the Government plans to take to address neglect, cruelty and abandonment of pets.
The Government abhors animal cruelty but considers that there are laws in place enabling enforcers to take action when such suffering occurs.
To ask the Secretary of State for Environment, Food and Rural Affairs, if the Government will take steps to prevent the casual breeding and purchasing of pets to prevent subsequent abandonment and neglect.

To ask the Secretary of State for Health, what steps his Department is taking to inform the public of the risk of contracting diseases from household pets.
To ask the Secretary of State for Health, what steps his Department is taking to inform the public of the risk of contracting diseases from household pets.
Infections that can be passed from animals to people are known as zoonoses. However transmission of zoonotic infections from domestic pets to humans is rare and the risk of contracting diseases from domestic pets is low, even in groups with increased susceptibility to infection such as immunocompromised individuals and pregnant women. Risks can be reduced further by adopting simple measures such as good hygiene practices, and for pregnant women avoiding contact with cat litter trays. General information on zoonotic infections acquired from pets and advice on reducing the risk is provided on the NHS Choices website:
www.nhs.uk/livewell/allergies/pages/pet-hygiene.aspx
Public Health England (PHE) is the agency which monitors zoonotic infections in people. PHE assesses the risk of zoonoses, identifies groups where there may be increased risk and produces appropriate advice and information on specific zoonoses. This is available to the public and is accessible through the PHE website:

I congratulate the hon. Gentleman on securing this debate. The motion calls for a toughening of Government laws in this area. Does he agree that we need publicity to be aimed at those looking to get a puppy or a kitten, to link to responsible breeders? For my dog we...

I am delighted that the hon. Gentleman, who of course is from Staffordshire, has secured this debate. It might seem an odd comparison, but we have been very conscious recently of baby Ashya’s separation from his parents in Spain. Is not the crux of this issue the separation of young...

I congratulate the hon. Gentleman on bringing this issue to the House. It matters greatly to the huge number of my constituents who have written in about it. As mentioned, local authorities have powers that they are often reluctant to use and which perhaps they do not even know they...

The hon. Gentleman is gracious in giving way and I congratulate him on getting the agreement of the Backbench Business Committee for today’s debate. He talks about licensing, and I wholeheartedly support the spirit behind the motion, but MPs should be made aware of the great work done by local...

I congratulate the hon. Gentleman on securing this important debate. On his point about animals being used purely to farm puppies, I am sure he will have been to establishments like Battersea dogs home. It is worth while people visiting this home to see bitches that have been over-puppified and...

Hundreds of my constituents are grateful for today’s debate, so I thank my hon. Friend for securing it. He mentioned the temperaments of puppies and their mothers. Many breeders, particularly of Staffordshire Bull-type dogs, will deliberately remove the puppies sooner in order to instil in them a temperament to suit...

I congratulate my hon. Friend on securing this debate and on his excellent speech. Many constituents have contacted me about this issue. I would like to see more regulation, but I was struck by one thing when listening to him: is one problem the fact that we are just not...

Further to the previous intervention, one role that Members of Parliament can play is to promote cat and dog rescue institutions in
their constituencies, so that people know they do not have to go to pet shops. Voluntary organisations will provide perfectly good and loving pets for most people.

At a recent meeting I had with the Friends of Wyndham Square in Stonehouse, I heard about the number of people on benefits who end up breeding dogs to try to make some cash. Does the hon. Gentleman think that that should be looked at, too?
