The Ministry of Justice has massively upgraded its prediction for the prison population, which could be up to 100,000 by 2020. Does that suggest a total failure by the Government to take seriously the reduction of reoffending, and was privatising the probation service precisely the wrong policy?

The Government are expanding prison capacity, and four house blocks are under construction and will open early next year. We have a new prison in north Wales, and we keep such matters under review. We will always have enough places for those sent to us by the courts, unlike what happened under the previous Government.

Rail journeys have increased from 750 million to 1.6 billion and jobs on the railway are increasing, yet all Labour can do is start saying that somehow jobs will be cut. More services will be operating on that line than ever before, and that will mean more jobs.

Academy chains want to find efficient ways of providing back office services, but the hon.

Gentleman is right to say that chains that are under performing, including the AET chain, are receiving the close scrutiny of the Minister responsible.

The decision by the Education Funding Agency to halt the move by Academies Enterprise Trust to privatise a range of academy services from teaching assistants to ground maintenance in one huge £400 million contract, has been welcomed by schools, trade unions and staff, many of whom saw it as a mechanism to drive down wages and reduce other terms and conditions. I am grateful to the Secretary of State for her personal intervention, but will she outline what advice she has given to academy chains such as AET about the need to concentrate on the poor performance of many of those schools, rather than on partnerships that drive money away from our children?

That is not what we are doing. We are creating a joint venture. I went to visit FERA in York last week. It is a world-class institution, researching all kinds of things from plant diseases to the security of our food chain, which is very important, so I fully support its efforts. I want to see it much better linked into all the work we do across Government so that we can have a truly science-based strategy.

Let me say to the hon. Gentleman that there was not a cost to the taxpayer of the sale of Royal Mail. There was a benefit to the taxpayer, because for the first time we had a receipt in for the sale and no longer had, as we did in the Labour years, loss after loss after loss. We are looking at expressions of interest for the business that he mentions and we will make sure that we get value for money for the taxpayer if we look to involve the private sector.
