Côte d'Ivoire has made significant progress since its 2010-2011 post-electoral crisis. Though challenges remain, there has been a sustained period of political stability and improved security, as well as increasing economic growth and investor confidence. Following President Ouattara’s victory in the 25 October elections, we hope to see the Government of Cote d’Ivoire further consolidate peace and stability, as well as re-establish the country as a high performing regional economic hub.

The Royal Navy (RN) recognises that autonomous systems offer a unique opportunity to maintain our operational advantage, and benefits significantly from the use of unmanned vehicles in both air and sea environments.

The Scan Eagle Unmanned Aircraft System offers enhanced maritime surveillance and improved situational awareness in support of the RN in a number of operational theatres.

The Hunt Class Mine Countermeasure Vessels employ an Unmanned Underwater Vehicle (UUV) for remote mine-disposal known as the Seafox mine-disposal system. In addition, the Fleet Diving Squadron employs a small UUV for seabed searches.

The RN continues to explore how autonomous systems can further augment its capabilities into the future.

CPI inflation was 0.1 per cent in November 2015 and RPI inflation was 1.1 per cent. Low inflation is being driven by falling food and energy prices, and we continue to see a combination of low prices, rising pay packets and record high employment.

I recognise that the issue of large-scale dairy farming has sparked considerable debate because of its perceived impact on the environment, the welfare of cows and the potential impact on small dairy farms.

The UK’s animal welfare and environmental standards are among the highest in the world. All operational livestock farms must comply with relevant UK law, including comprehensive animal health and welfare, and environmental legislation. These apply equally to all livestock farms, regardless of scale. So long as these standards are met, the Government recognises that the UK market has a place for different production methods that will collectively enable the industry to be competitive on UK, EU and global markets.

Increasing the size of herds does not mean reducing animal welfare. More important factors are the design and construction of the units; and the level of management and skill of the stockmen.

House prices are determined by the interaction between demand for homes and supply of homes and the latter is determined in large part by the sale of existing properties. As such, there is no simple relationship between house prices and the number of new properties being built.

On 10 December, the Government accepted the Airports Commission’s case for expansion in the South East. We agree with the Commission’s shortlist of three options, all of which it concluded were viable. The Government will now conclude a package of further work by the summer, and will ensure that the timetable for delivering additional capacity set out by the Commission does not alter.

Farmers affected by the recent flooding in Northern England will be able to apply for between £500 and £20,000 to cover the cost of work to restore damaged agricultural land.

The scheme is due to open for applications on 18 December and we will pay out on all eligible claims.

Over 6,000 home and business owners have benefitted from the Repair and Renew Grant scheme to help protect their property against future flooding events. The average payment was £3,918.

The Government’s policy is to work with local areas to deliver effective devolution with the governance necessary to support this, including moves to more unitary structures where this is wanted locally. Our aim, as it has been throughout our devolution discussions with areas, is to build consensus and the provisions in the Cities and Local Government Devolution Bill, to which the House of Commons gave an unopposed Third Reading on Monday 7 December, provide the flexibility that no one council can reasonably refuse to discuss with others the potential for reforming their area’s governance.

Setting local speed limits is a matter for the local highway authority, as they are best placed to determine the speed limits for their areas, based on local knowledge and the views of the community. The Department for Transport (DfT) has issued guidance to help them in Speed Limit Circular 01/2013 – Setting Local Speed Limits.

In June 2014 the DfT commissioned a comprehensive three-year research project into the effects of 20mph limits. This will cover many aspects including effects on speed, collisions, casualties and modal shift. The research will also consider best practice, road users’ perceptions and effects on the quality of the environment.

We are committed to supporting our high streets and effective parking management is essential for businesses to survive and grow.

Local authorities should be making it easier to park by looking to reduce the cost of parking in local authority owned car parks, and working with private sector providers to ensure they are providing a competitive offer that makes people want to visit high streets and town centres. This provides the best support to local shops, local jobs and tourism by increasing footfall.

The Government has brought forward a range of measures to help motorists, including banning CCTV ‘spy cars’, introducing 10 minutes grace periods and a new guidance to challenge parking policies.
