To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps the Government is taking to improve local infrastructure for small businesses.
This Government is committed to helping small businesses to reach their potential by creating a business environment that supports growth and encourages long-term investment. We have committed £12 billion funding for local areas from 2015-16 to 2020-21 through the Local Growth Fund. This investment has, to date, resulted in over 860 projects to improve local infrastructure, unlock housing, and boost educational attainment.
We are also backing business, by reducing corporation tax to 17% by 2020, cutting red tape by a further £10 billion and encouraging major investments in the UK’s research infrastructure.

To ask the Secretary of State for Exiting the European Union, what estimate he has made of the potential effect on European structural funding in Merseyside and Halton of the UK leaving the EU.
The Government recognises the importance of ensuring regions and organisations have stability and certainty in the period leading up to our departure from the European Union. At the same time, we are keen to use the opportunities that departure presents to set our own priorities. The Chancellor has announced that the Treasury will guarantee structural and investment fund bids which are signed before the UK leaves the EU. This includes funding for projects agreed after the Autumn Statement, if they represent good value for money, and if they are in line with the government’s strategic priorities, even if these projects continue beyond the UK’s departure from the EU.
Leaving the EU means we will want to take our own decisions about how to deliver the policy objectives previously targeted by EU funding. Over the coming months, the government will consult closely with stakeholders to review all EU funding schemes in the round, to ensure that any ongoing funding commitments best serve the UK‘s national interest, while ensuring appropriate certainty.

Consideration of the consistency of Network Rail’s workload is a matter for the company to determine, as an arm’s length body from government.

Storm Angus did not warrant the mobilisation of the UK’s national resources nor the military to be deployed. However the Environment Agency, emergency services, Highways England, Network Rail and local highway authorities in affected areas were on standby to assist those that were affected and to also ensure that infrastructure was protected as much as possible.

To ask the Secretary of State for Transport, what steps he has taken to ensure that employment practices used by companies and organisations working on railway infrastructure are conducive to the safety of the rail network.
Responsibility for ensuring the safety of the railways rests with the operators of trains and managers of infrastructure, who have legal duties in this regard – including a duty to co-operate with each other to ensure the safe operation of the railway system. The Office of Rail and Road (ORR), in its role as health and safety regulator, is responsible for ensuring compliance with the law, for encouraging continuous improvement and for taking enforcement action where necessary to protect the safety of railway workers and the travelling public.

To ask the Secretary of State for Communities and Local Government, what definition of sustainable his Department uses in relation to planning, infrastructure and strategic priorities.
The policies in paragraph 18 to 219 of the National Planning Policy Framework, taken as a whole, constitute the Government’s view of what sustainable development in England means in practice for the planning system.
The Framework is clear that local planning authorities should work collaboratively with other bodies to ensure that strategic priorities across local boundaries are properly co-ordinated and clearly reflected in Local Plans. As part of this process, they should consider producing joint planning policies on strategic matters and informal strategies such as joint infrastructure and investment plans.

The National Infrastructure Commission (NIC) has its own budget, and under the terms of the Charter for the NIC published in October 2016, it has complete discretion over its work programme and resource allocation. The government does not hold exact figures on the funding and resource allocations for each of the NIC’s projects.

I congratulate my hon. Friend on securing the debate. He makes an important point about traffic congestion. There is an Amazon fulfilment centre in Rugeley in my constituency, and HGV fly-parking is a real problem for local residents. Does he consider that to be an issue as well?

I agree with the hon. Lady’s points. I want to give others the opportunity to speak in this important debate, but my point is that it is now time for the Government to set out their proposals for a national policy on the location of these large logistics parks.
