The Department for Business, Energy and Industrial Strategy operates from offices in Nottingham, Cambridge, Gateshead, Billingham, Manchester, Warrington, London, Aberdeen, Guildford, Bristol, Cardiff, Birmingham, Sheffield, Watford and Leeds.
Following the Machinery of Government changes, BEIS is currently considering how best to align the reform agendas of its two predecessor Departments. This will include considering what the right footprint for the Department should be, in order to best deliver its objectives.

UK Export Finance (UKEF) currently has a network of 22 Export Finance Managers (EFMs) who cover all regions of the UK. No regions are overlooked. In some cases, an EFM whose physical office is located in one region will also provide full coverage for a neighbouring region. In January 2017, this network will be enhanced by the recruitment of an additional Senior Export Finance Manager, providing further support to exporters and businesses located across the North of England.
EFMs play an important role in fulfilling UKEF’s mission that no viable export fails for want of finance or insurance from the private sector. EFMs act as local points of contact to introduce exporters and businesses with export potential to finance providers, credit insurers, insurance brokers, trade support bodies and sources of government support (including support provided by UKEF itself).

In central London, of 181 offices in 2010, only 54 remain. Increased mobility and flexibility will further reduce demand for office space in central London as fewer staff need to be in offices full-time. Rationalisation will continue, enabling more multi-departmental use of HQ buildings and for civil servants to move to Canary Wharf and Croydon where property costs are lower.
We plan to move to around 20 efficient, fit-for-purpose buildings in central London by 2025, supported by smarter working.
Any proposed relocation is done based on the operational needs of individual departments, and each individual department is responsible for determining workforce numbers remaining in central London.

Relocating to the East London Hub will enable us to reduce the number of leases required on central London property, delivering anticipated net savings of over £20million per annum.
It is vitally important that we make a country that works for everyone and it is right that the government supports growth strategies across the country. This hub is just one step towards achieving this vision. We are supporting Departments in moving to smarter working, creating multi-Department Hubs outside central London and across the UK.

Officials of the Cabinet Office have held frequent and extensive meetings with our appointed advisors and with Barclays and their advisors since late 2015 to agree commercial terms of the lease assignment of 10 South Colonnade from Barclays to Cabinet Office. Discussions held were commercial in confidence.

UK Export Finance is the operating name of the Export Credits Guarantee Department (ECGD). To ask the Secretary of State for Health, what steps are being taken to ensure that young people diagnosed with eating disorders requiring in-patient treatment can be admitted to facilities close to home.
In the Autumn Statement 2014 increased funding of £150 million over the next five years was announced to improve services for children and young people with mental health problems in England. Particular emphasis was placed on improving services for people with eating disorders. A prime focus of the work on eating disorders is about the improved provision of out of hospital care so patients are only admitted to a bed when clinically required.
NHS England has continued to commission additional specialised mental health beds to provide further capacity in areas where it is required. This includes 56 new Tier 4 beds, raising the total to 1,442, the highest this has been.
In addition, NHS England is undertaking a pre-procurement review of Tier 4 services to ensure that the provision of mental health beds across the country supports improved access and care close to home where possible.

The Government have made no assessment of moving Parliament to the north of England. This is a matter for Parliament to decide. Government departments determine their workforce requirements and the Civil Service has a significant UK-wide presence, including in the north of England.

Meanwhile, the so-called northern powerhouse amounts to little more than a few new railway lines and roads, welcome though they will be. Does the Minister not agree that in order to rebalance this country we need a real new vision, in which a wholly new capital city is built somewhere near—

Well, my Lords, this is a radical suggestion. I feel that Parliament should really be in the capital city but your Lordships will be relieved to hear that it is not up to me. Indeed, it is not even up to the Government to decide. It is a decision for both Houses following recommendations from the Joint Committee. The House of Commons Commission and the House of Lords made the decision in 2012 that the Palace of Westminster should remain where it is.
