Since work commenced on the smart motorway upgrade on the M6 between junctions 16 and 19 in December 2015, a total of 4 representations from local residents have been made to Highways England in regards to noise from the construction work. These representations were also made to Cheshire East County Council, who made Highways England aware of them.
A further 4 representations have been made concerning an increase in traffic on the A50 to the east of the M6 due to vehicles choosing to divert on to the local road network to avoid the roadworks on the motorway. This concern was also raised with Highways England by Brereton Parish Council.
A number of measures are in place to reduce the disruption to local people including the use of temporary noise screens to minimise noise from excavation works near homes and dust suppression measures. Highways England are in regular communication by letter, email and newsletter with local people to keep them informed about up-coming works.

The cost impact of a full motorway closure is impossible to accurately quantify as it is dependent on a number of variables including time of day, day type and month of year and the volume and composition of traffic. Also the behaviour and decision making of the drivers would depend on the severity of the situation and their intended destination.

A public hearing is to be held on 18 March which representatives from Highways England will be attending to present their views on the multi-agency response to the M6 incident that occurred on 4 February. In addition, Highways England representatives will be meeting with me on the 22 March to consider a more streamlined approach by agencies when responding to similar incidents in the future.

The M6 link road to Heysham is a local road that has been funded by Government to complete the connection from the Heysham and Morecambe peninsula to Junction 34 of the M6. Neither the local authority nor the Department has raised the issue of trunking the road.

None. As this is a local road and not part of the Strategic Road Network, the assessment was carried out by Lancashire County Council. However, the scheme will certainly improve access to the Port and improve accessibility for related local businesses.

Highways England has made no recent assessment of a proposal to extend the A601(M) to the A590.
On 4 February this year, hundreds of my constituents were gridlocked on the M6 and the M42 for an entire day following an accident. Would the Minister meet me to discuss lessons
to be learned from that day of chaos and examine proposals to open the M6 toll for free or for a nominal charge, but only when such crisis situations occur?

There is an agreement in place whereby M6 tolls can be lifted in the event of a major failure that is likely to lead to prolonged inoperability of the surrounding roads on the strategic road network. The Government are looking at options over that agreement, but there are substantial cost, policy and value-for-money implications involved with de-tolling, which we are currently considering. As part of the process, I am more than happy to meet my hon. Friend to discuss the matter.

I visited that site with my hon. Friend not so long ago, and that major piece of new infrastructure will serve his area incredibly well. The question of trunking the road has not previously been raised, but I will obviously consider it. I am pleased that my hon. Friend and his constituents will see the benefit of our massive road investment scheme in the near future.

The structured debrief for this incident was carried out by Highways England on 10 February and included a representative from Central Motorway Police Group.
Three recommendations relating to multi-agency coordination resulted from this meeting and Highways England will continue to work closely with these agencies to take away the lessons learned.

Highways England conducted a structured debrief for this incident on 10 February. This is standard practice for any serious incident. It identified a number of recommendations, which are subject to ongoing discussions with other agencies. Once agreed, they will be used as lessons learnt for the management of future incidents.
