By monitoring the near-real time and historical data on the In Home Display, consumers should increasingly be able to choose the right tariff for their needs, and will no longer leave consumers to make switching decisions on the basis of estimated bills. The rollout will also enable consumers quickly to share their data with energy services companies and switching sites, via the now-live Data and Communications Company infrastructure.
These benefits have been recognised by the Competition and Markets Authority, with some of their remedies being time-limited to fill the gap between now and the completion of the smart meter roll-out.

The Government is committed to ensuring all consumers are offered smart meters by the end of 2020.

The Department for Business, Energy and Industrial Strategy collects data, including customers’ tariff information, from the energy companies as part of the domestic fuels inquiry This data is collected by region and not by constituency.
In the second quarter of 2016, 14 % of domestic standard electricity customers and 15% of domestic gas customers in the North East paid for their energy by pre-payment meter. By comparison 15% of domestic standard electricity customers and 14% of domestic gas customers in England and Wales combined paid for their energy by pre-payment meter. This data is published within our Quarterly Energy Prices publication and can be found in Tables 2.4.2 and 2.5.2 which is available here: www.gov.uk/government/statistical-data-sets/quarterly-domestic-energy-price-statics

The smart metering rollout is making good progress, with over 4.2 million smart meters already installed as of end June 2016. The national data and communications infrastructure for smart metering (provided by the Data and Communications Company) is now live across the country, and the Government is committed to energy suppliers offering every household and small business in Great Britain a smart meter by the end of 2020.
The latest Cost-Benefit Analysis for the smart metering programme, which can be found at https://www.gov.uk/government/publications/smart-meter-roll-out-gb-cost-benefit-analysis, estimates overall net benefits of £5.7 billion.

Ofgem closely monitors domestic energy supplies’ performance and publishes information on prepayment meters customer accounts in Great Britain. Ofgem does not monitor the gas and electricity supply market in Northern Ireland, as it is devolved matter.
The table below shows either the number or proportion of domestic customers paying by prepayment meters in Great Britain in 2006 to 2015. Smart meters operating in pay-as-you-go mode are also classified as PPM for these statistics. Ofgem has changed the way it presents the data on the number of households using pre-payment meters in its Domestic Suppliers Social Obligations annual reports, and this is accounted for in the table below.

Ofgem monitor the number of electricity and gas pre-payment meters (PPMs) installed. While most PPMs have historically been installed to repay debt, this has declined since 2013 and the most recent Ofgem report suggested there was evidence of new demand being driven by smart meters operating in pay-as-you-go mode, which is classified as PPM for these statistics.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what recent progress has been made on introducing a cap on the cost of energy supplied through prepayment meters.
The Competition Market Authority has recently consulted on a draft order which set out the technical details of how the safeguard tariff cap for prepayment meters will be calculated and implemented. The consultation closed on 11 November, and the tariff cap is expected to come into force in April next year.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps the Government is taking to ensure that energy companies routinely carry out vulnerability checks with their customers before installing pre-payment meters in accordance with existing codes of conduct.
Ofgem set domestic energy supply licence conditions, and these require energy companies to only install a prepayment meter into a domestic customer’s residence where it is safe and reasonably practicable in all circumstances for the customer. Failure to comply with supply licence obligations could result in Ofgem enforcement action against an energy supply company.
