Prevent is about safeguarding vulnerable people from becoming terrorists or supporting terrorism. This cannot be done by Government alone, and training in Prevent plays a vital part in empowering people to safeguard those who need our help. Prevent training is kept under continued review. Those who receive training are encouraged to provide feedback on all aspects of it.

To ask the Secretary of State for Health, if he will publish the rates at which the NHS market forces factor is applied to the dental service increment for teaching.
Payments for dental undergraduate clinical placements (formerly known as dental service increment for teaching) are outside the scope of the medical undergraduate clinical placement tariff and subject to local arrangements between the placement provider and Health Education England.
There is no nationally mandated market forces factor rate applied to these locally agreed payments.
To ask the Secretary of State for Health, what assessment he has made of the effect of including the market forces factor as a criterion for allocation of Service Increment for Teaching (SIFT) funding on the amounts allocated for each Local Education and Training Board (LETB) in England; and what...

The market forces factor (MFF) index used in the allocation of funding for clinical placements (formerly known as service increment for training) is consistent with the approach taken by NHS Improvement in adjusting service tariffs to reflect unavoidable cost differences between health care providers, based on their geographical location. This is considered the most appropriate method to adjust resource allocations in the National Health Service in proportion to these cost differences.
The MFF is applied to all three education and training tariffs, however it is not applied to the contribution to salary for postgraduate doctors in training, which instead are based on national pay scales and amended for inner and outer London weighting.

In early 2017, the Department plans to run a public consultation on its proposals to expand domestic undergraduate medical training places by 1,500 per year, from the academic year 2018-19.
National Health Service providers will continue to receive placement funding for the minimum number of students that Health Education England forecast are required to meet the longer-term workforce needs of the NHS.
To ask Her Majesty’s Government what further training they intend to provide to the police and the National Crime Agency in preparation for their plan for a complete ban on the sale of ivory.
To ask Her Majesty’s Government what further training they intend to provide to the police and the National Crime Agency in preparation for their plan for a complete ban on the sale of ivory.
With the Department for Environment, Food and Rural Affairs, the Home Office funds the National Wildlife Crime Unit, which provides intelligence, analysis and specialist assistance to individual police forces and other law enforcement agencies in the United Kingdom that allows them to deal effectively with wildlife crime investigations, including cases that involve the illegal trading of ivory.
The Unit will provide briefing notes for all UK police forces with regards to the enforcement of any changes arising from the Government’s plans to ban the sale of any post-1947 worked ivory. The police may also receive expert advice about ivory from organisations such as the Animal and Plant Health Agency and the Joint Nature Conservation Committee. Police and NCA are given appropriate training as their deployment requires.

To ask the Secretary of State for Education, how many applicants there were to School Direct in 2016; how many were successful; how many schools participated; and what the total cost was of the scheme to her Department.
The Department does not publish data on the number of applicants to Initial Teacher Training. UCAS, who own this data, does release figures for applications to School Direct but not applicants, and an applicant can have up to three applications. The data is available at:
https://www.ucas.com/corporate/data-and-analysis/ucas-teacher-training-releases.
There were a total of 10,629 trainees on a School Direct course in 2016/17, and further details of how this breaks down can be found at: https://www.gov.uk/government/statistics/initial-teacher-training-trainee-number-census-2016-to-2017
These trainees were recruited through 818 School Direct partnerships, each of which is formed of a minimum of five schools. We are unable to say how many schools are involved because some trainees do multiple placements during the year.
The total cost of the scheme to the department for 2016 will not be available until after the end of the academic year when data submissions will be finalised and subsequently validated.

To ask Her Majesty’s Government, further to the answer by Lord Keen of Elie on 3 November (HL Deb, col 770), what training is undertaken by prison officers, and what support is available to ensure that they can effectively identify and deal with mental health problems amongst the prison population.
All Prison Officers receive ‘Introduction to Mental Health’ training within their initial Prison Officer Entry Level Training (POELT). Within this training learners are taught to identify signs and symptoms for the various forms of mental ill-health, how to manage the offender and when it is necessary to seek help from healthcare professionals.
In addition, there is an ‘Enhanced Mental Health’ course which is run locally for Case Managers and Assessment, Care in Custody and Teamwork (ACCT) Assessors. This provides these specialist staff with a more in depth understanding of mental ill-health so that they can better support those identified as at risk.
There are also a number of establishments who have worked with NHS trusts to commission bespoke mental health training for staff.

To ask the Secretary of State for the Home Department, what training is given to Border Force staff on dealing with people with dementia.
People who present at the border with possible signs of dementia are treated as vulnerable adults. Consideration for how to adjust business processes to accommodate and safeguard the vulnerable is incorporated in a range of training and guidance products delivered to Border Force officers, including the core skills training that all Border Force officers receive. There are also special teams across Border Force who provide support to frontline colleagues by providing expert help in identifying those who may be at risk or are vulnerable.

Through the Government’s 2016/17 Mandate to Health Education England (HEE) we have asked them to work with key partners to ensure that all staff delivering end of life care are appropriately trained.
HEE are currently developing a refreshed core competency framework to standardise end of life care training, and working with partners to strengthen the undergraduate and postgraduate curricula to support patient choice and improve quality of care. They are also working closely with NHS England and the Royal College of Midwives to agree a new competency framework for ensuring all midwifery staff have basic bereavement training and skilled midwifery bereavement staff are available to support parents following a loss.
All staff involved with dying people must be capable of having difficult conversations about death and dying, and take the time to listen carefully to what dying people and those important to them say. NHS England is working with two New Care Model sites of Airedale and Southend to test an innovative approach to ‘serious illness conversations’ in which clinicians are trained to support people with serious illnesses to discuss what is important to them, treating these discussions as a clinical intervention which delivers patient-centred care.

For courses beginning on 1 August 2017, the main deadline for the majority of full-time undergraduate courses through the University and Colleges’ Admissions Service (UCAS) is 15 January 2017. However, universities can accept applications up until August 2017, and applicants can also apply directly for some part-time and postgraduate courses at specific higher education institutions.
The Department of Health intends to work with the Department for Education, UCAS and other healthcare education bodies to determine the most appropriate point and method following 15 January 2017, to assess available information on applications for pre-registration nursing, midwifery and allied health profession courses.
