Finance Act 2015 introduced an exemption for general business expenses, to reduce reporting for employers when reimbursing actual costs. The legislation which took effect from April 2016 applies to all employers and brought in a statutory requirement to operate a checking system to ensure that employees are incurring allowable expenses. Employers in the haulage sector were allowed a further year to put checking systems in place.

Salaries and allowances for Members of the Northern Ireland Assembly are the responsibility of the Assembly and, under the Assembly Members (Independent Financial Review and Standards) Act (Northern Ireland) 2011, are determined by the Independent Financial Review Panel. Any change to this arrangement at Westminster would require primary legislation. The Government’s overriding priority remains supporting the restoration of devolved government, as Northern Ireland’s future is best served by local decision-making based on partnership and agreement.

The number of estates claiming woodland relief, double taxation relief, taper relief and quick succession relief are not provided separately in this table due to the small numbers involved. The number of estates claiming these reliefs are therefore grouped together under, ‘other reliefs and exemptions’ and ‘reliefs against tax’ in order to maintain taxpayer confidentiality.
