To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to support local authorities to provide community sports facilities?
Our fair and sustainable financial settlement gives local authorities the ability to protect important local services. As democratically elected organisations, they are independent of central Government and are responsible for managing their budgets in line with local priorities. However, central Government expects local authorities to take on the challenge of making savings, while continuing to provide excellent services to local communities.

We expect all owners of sports facilities and stadia to take the necessary action to fulfil their legal obligations under the Equality Act 2010 so that disabled people are not placed at a substantial disadvantage when accessing sports venues.
Our Sports Strategy commits Government to work with the football authorities to ensure that all clubs meet their legal obligations under the Equality Act to accommodate disabled spectators. Sport England provides guidance to organisations to support them in developing accessible facilities.

The Equality Act 2010 requires that ‘reasonable adjustments’ are made by service providers, which include the owners of sports stadia, to make premises accessible for disabled people. It is for individual owners of sports facilities to determine what adjustments are ‘reasonable’ taking into account their own circumstances.
Our Sports Strategy sends a clear message to all sports that sports facilities and stadia should provide an inclusive environment that welcomes all users and spectators. To ask the Secretary of State for Health, how many NHS Hospital and Foundation Trusts are meeting Principle 3 marker 11 of the NHS and Department of Health, Toolkit for High-Quality Neonatal Services 2009, by providing overnight accommodation for the parents and families of babies receiving neonatal care.
This information is not collected centrally by the Department. However, as part of a review into neonatal critical care, NHS England is currently in the process of collating information on the availability of parent accommodation in hospitals and neonatal units, as an important part of the service specification. NHS England is also currently visiting every trust as part of the Quality Surveillance Team reviews.
The Neonatal Critical Care Review is to make recommendations that will support the delivery of high quality, safe, sustainable and equitable models of neonatal care across England. A draft review report is expected to be presented to NHS England in the upcoming months. The draft report will then be consulted upon before being finalised. The Neonatal Critical Care Review has already set out a range of themes that are to be factored into Local Maternity Systems’ Transformation Plans.

The Government will be investing £1 billion extra every year in the early years entitlements, including over £300 million a year to increase our hourly funding rates. This increased level of funding is based on our comprehensive “Review of Childcare Costs” which looked at both the current costs of childcare provision and the implications of future cost pressures including the National Living Wage. The Review was described as “thorough and wide ranging” by the National Audit Office.
Under our new early years national funding formula, we are allocating funding fairly and transparently, so that early years providers can deliver free childcare on a sustainable and high-quality basis in all areas of England. We have also legislated to ensure that local authorities pass on at least 93% of their Government funding to early years providers. Providers in the vast majority of local authorities will have seen funding increases this year and we are also providing guidance, tools and support for providers to help make their businesses more sustainable and efficient.
Our recently published independent evaluation of the early rollout of 30 hours childcare programme shows that over 80% of providers were willing and able to offer the extended hours. The report is available at:

Her Majesty's Government, following the decision to cut the Healthy Pupils Capital Programme, what additional resources, if any, they will make available for schools to invest in after-school sports clubs and sports facilities.
Officials from DfE and DCMS work together closely across a number of programmes to ensure that all pupils have the opportunity to lead healthy, active lives.
As announced by the Secretary of State on 17 July, £100m of Healthy Pupils Capital Funding will be used to pay for facilities to support PE, after school activities and healthy eating. In addition, the Primary PE and School Sport Premium will be doubled to £320m a year from September 2017. The premium funds additional and sustainable improvements to the provision of PE and sport in primary schools to encourage the development of healthy, active lifestyles.
The Department allocates around £1.2bn per year of capital funding directly to schools and their responsible bodies for them to invest in maintaining and improving their school buildings and facilities. They can decide how funding is spent, and if they wish they can of course target sports facilities where they are the local priority.

The Government has no plans to introduce drug consumption rooms for those who wish to use intravenous drugs which have been illicitly obtained.
As set out in the 2017 Drug Strategy, published 14 July, recovery from drug misuse is a core part of our balanced approach. Drug treatment is invaluable to individuals, their families and the communities in which they live, and it is vital there is access to a range of options that can be tailored to individual need, to provide the best possible chances of recovery. People using drugs they have bought on the street is not part of a structured treatment plan.
