To ask Her Majesty's Government what is their estimate of the number of new homes built in the UK in the financial year 2016–17; and, of those, how many were (1) the conversion of houses into flats, and (2) the conversion of shops and offices into homes.
Estimates of the number of new homes completed, net conversions between houses and flats, and net change of use between non-domestic and residential are available for England, in 2016-17.
Annual housing supply in England amounted to 217,350 net additional dwellings in 2016-17, up 15 per cent on 2015-16.
The 217,350 net additions in 2016-17 resulted from 183,570 new build homes, 37,190 gains from change of use between non-domestic and residential, 5,680 from conversions between houses and flats and 720 other gains (caravans, house boats etc.), offset by 9,820 demolitions.
18,887 of the net additions from change of use were through ‘permitted development rights’ (full planning permission not required). These comprised 17,751 additional dwellings from former offices, 330 from agricultural buildings, 106 from storage buildings and 700 from other non-domestic buildings
Scotland, Wales and Northern Ireland do not publish a similar series on net supply of housing, although house building estimates are published by the devolved administrations. A time series showing demolitions and conversions in Scotland is also available, please see below the link.

HS2 Ltd are currently leading the procurement of a Master Development Partner (MDP) for Euston on behalf of the Department for Transport and Network Rail. The MDP will provide design, planning and development services to optimise and develop the over site development (OSD) potential at, and around, the Euston station site. The MDP’s remit includes commercial, office and retail opportunities which will be influenced by the maturing HS2 station design, future proposals for the Network Rail station and constraints on the site such as viewing corridors. The Secretary of State for Transport aims to appoint the MDP in 2018. Development plans are at an early stage, but planning proposals and consultation will be brought forward with the local community and the London Borough of Camden in due course.
Work to date indicates that there is an estimated 2.5m square feet of developable area above the HS2 Euston station and approach tracks. HS2 Ltd has not yet finalised how much space it intends for office accommodation for HS2 operations.

To ask the Minister for the Cabinet Office, what steps the Government is taking to ensure that funding for Electoral Registration Offices reflects the scale of activity required to process electoral registration applications ahead of major polls.
The majority of electoral registration activity is funded by local authorities across England, Scotland and Wales. In turn, local authorities receive funding for this purpose from central Government.
Since the introduction of Individual Electoral Registration the Cabinet Office has provided tens of millions of pounds of additional funding to cover certain costs. This funding will continue to be offered, with Electoral Registration Officers provided some funding upfront and able to bid for additional funding where this can be justified.

The contract includes voluntary termination provisions. Calculating this cost at any point in time would require an assessment of market rates for both debt and equity, an estimate of future equity cashflows and subcontractor termination costs. HM Treasury do not calculate this figure on an ongoing basis and to do so now would incur disproportionate cost.
