To ask the Secretary of State for Digital, Culture, Media and Sport, what his Department’s policy is on horserace betting levy reform; and if he will make a statement.
To ask the Secretary of State for Digital, Culture, Media and Sport, what his Department’s policy is on horserace betting levy reform; and if he will make a statement.
In April 2017, we made significant reforms to the Horserace Betting Levy by fixing the Levy rate at 10% and extending the scope of the Levy to include offshore online bookmakers for the first time. These reforms resulted in an extra £45m in statutory Levy income for 2017/18 to support the racing industry and we expect a similar uplift for 2018/19.
The uplift in income from the reformed Levy has contributed to record prize money of £142.5m in 2017/18 and has also provided increased funding for equine welfare, industry recruitment and training, and measures related to veterinary science and education.
We note the Parliamentary Scrutiny committees’ reports regarding proposed changes to the administration of the reformed Levy and will consider them carefully.

To ask the Minister for the Cabinet Office, what plans he has in place for his work stream on electoral reform in preparation for the UK leaving the EU.

The Government will continue to keep the electoral system under review and where appropriate will consider what changes, if any, may be necessary in preparation for and as a consequence of the UK leaving the European Union.
As the UK will cease to be a member of the European Union on 29th March 2019, we will not be taking part in future European Parliamentary elections, including those which are currently scheduled to be held from 23rd to 26th May 2019.
The European Union (Withdrawal) Act 2018 repeals the underlying pieces of legislation providing for the holding of European Parliamentary elections in the UK, and we have made a Statutory Instrument under powers in the Act that repeals all associated legislation.

This Government is committed to tackling excessive and unjustifiable practices in the leasehold sector, making home ownership fairer for all. The technical consultation which closed on 26 November sets out how the Government intends to reform the system. The consultation document details proposals for banning leasehold houses and restricting ground rents in the future.
The Government is also clear that existing unfair lease terms have no place in the housing market. It is right that developers who sold leaseholds with onerous terms should support their customers to amend such lease terms. Some developers have introduced assistance schemes which is welcome. The Government is engaging with industry to urge them to take proactive steps to vary leases for those with onerous ground rent clauses.
We are further helping existing leaseholders by:
- Working with the Law Commission to make buying a freehold or extending a lease easier, quicker and cheaper;
- Making it easier for leaseholders to form Recognised Tenants' Associations so they can hold the management of their block to account;
- Setting up a Working Group, chaired by Lord Best, to look at how property agents can be improved, including a single, mandatory Code of Practice for managing agents and whether any fees should be capped or banned;
- Publishing a 'How to Lease' guide for consumers.

At their Summit in Buenos Aires on 30 November – 1 December 2018, G20 Leaders agreed to support the necessary reform of the WTO to improve its functioning. The objective of the reform is to strengthen the WTO, which is the foundation on which the vast majority of global trade is conducted. Ensuring a stronger foundation for global trade will also benefit UK trade with the EU after the UK leaves the EU.

The Secretary of State has committed to reforming the leasehold sector to make it fairer for consumers. He takes the views of leaseholders very seriously, and is regularly informed of issues from officials. He held a roundtable with leaseholders on 24 May to discuss building safety, and a further roundtable will be arranged in the New Year to discuss our wider leasehold reforms.

The UK is a strong supporter of the rules-based multilateral trading system and reducing the barriers to trade and investment in support of business and consumers.
The World Trade Organization (WTO) is the bedrock of rules-based free trade and the UK welcomed the commitment made at the recent G20 Summit to support the necessary reform of the WTO to improve its functioning. DIT will continue to champion discussions on WTO reform through the EU, at international fora and in our bilateral engagements, in particular the importance of updating rules on digital trade and ensuring that the WTO dispute settlement system is not undermined.
The Government intends to pursue free trade including through an ambitious programme of trade negotiations and enhanced market access. While we are looking to forge new agreements, the Government is also seeking continuity for our existing EU free trade agreements as we leave the European Union. These give us the platform to build and strengthen already-successful trading relationships.

The Secretary of State held an industry roundtable on 8 of November to press attendees on what further action they could take to support existing leaseholders with onerous leases. He reiterated his view that unfair leasehold practices have no place in a modern housing market, and pressed attendees to go further and faster in identifying and making proactive variations to onerous leases in the consumer's favour. He was clear that ground rents which doubled every ten or fifteen years should be a thing of the past and expected information in leases to be clear and transparent to consumers. No formal minutes were distributed to attendees.
