We continue to assess the impact of US sanctions as they come into force, including the impact of the various exemptions granted by the US. We expect wide-ranging impact, including on trade, infrastructure projects, payment for services and tourism. Given Iran is a major energy supplier, we can expect some countries to diversify. Her Majesty's Government is committed to maintaining the Joint Comprehensive Plan of Action and as part of this we continue to support legitimate trade with Iran in line with sanctions relief.

The second set of US unilateral sanctions on Iran came into full force on 5 November. We consider it is therefore too soon to be able to fully assess the impact of the reintroduction of these sanctions on refugee and migration flows from Iran. However, Iran continues to be a significant source of migrants to the UK. Its economy has suffered from high inflation and a significant decline in the currency value this year.

Where there are derogations set out in the Libya sanctions regimes, HM Treasury may authorise dealing with frozen assets. In some instances, that includes releasing frozen funds for at least one of the following purposes: basic needs, extraordinary expenses, legal fees, prior contract, routine holding and maintenance.
The detailed information requested in relation to parts (a), (b), and (d) could only be made available at disproportionate cost.
In relation to part (c) of the question, the Office of Financial Sanctions Implementation (OFSI) is unable to release this information as disclosure would contravene data protection principles.

The US and other NATO Allies have repeatedly raised their concerns about Russia's violation of the Intermediate-Range Nuclear Forces (INF) Treaty. On 4 December, NATO Foreign Ministers expressed strong support for the US finding that Russia is in material breach of the Treaty, and called on Russia to return to full, verified compliance. On the same day, the US Secretary of State, Mike Pompeo, announced that the US would suspend its participation in the INF-Treaty, effective in 60 days, unless Russia returns to compliance. We do not currently have plans for INF related sanctions, but will continue to use every opportunity to encourage Russia to take this final chance to preserve the Treaty, and we will consult closely with NATO Allies on the political and military implications of Russia's development and deployment of its new missiles.

The Environment Agency uses prosecutions, civil sanctions, formal cautions, enforcement notices and warning letters as enforcement actions against water companies. Information on financial sanctions resulting from prosecutions against water companies is provided in the attached table. It is not possible to collate data on formal cautions, enforcement notices and warning letters against each water company in England in each of the last 10 years in the time available.
Enforcement Undertakings (EUs) are a civil sanction and constitute a voluntary offer made by offenders, containing actions to address the cause and effect of their offending. The Environment Agency is increasingly using EUs for suitable cases to restore or enhance the environment, improve practices of the offending business and ensure future compliance with environmental requirements.

On 30 November the Prime Minister met Crown Prince Mohammed bin Salman during the G20 summit in Buenos Aires. The Prime Minister stressed the importance of ensuring those responsible for the appalling murder of Jamal Khashoggi are held to account, and that Saudi Arabia takes action to build confidence that such a deplorable incident could not happen again.
On Yemen the Prime Minister set out the urgent need to bring an end to the conflict and bring relief to millions threatened by famine. The Prime Minister stressed that the humanitarian situation remained dire and reaffirmed UK commitment to making progress on improving the situation, including through a UN Security Council Resolution.
