It is a key priority of this government to make sure that young people have the digital and computing skills needed for the future. In 2014 the government introduced a computing curriculum at all four key stages, which aims to ensure pupils understand the fundamental principles of computer science, including programming, coding and data representation. To improve the teaching of computing and drive up participation in computer science at GCSE and A level we launched a new National Centre for Computing Education, which is backed by £84 million of investment.
Digital apprenticeships offer a route for further study and, from 2020, young people will also be able to study a Digital T level, which is based on employer designed standards and content. In addition, the government launched the Ada National College for Digital Skills which opened in 2016 and specialises in higher level training for digital specialisms. The government has also invested £20 million to establish the Institute of Coding, a consortium of more than 60 universities, businesses and industry experts set up to transform degree courses to boost the supply of digital specialists at graduate level.
To support our current workforce to upskill and retrain, particularly those whose jobs are most likely to be affected by automation and technological change, we are creating a new National Retraining Scheme. In the 2018 Autumn Budget, my right hon. Friend, the Chancellor of the Exchequer announced new government funding of £100 million for the continued testing and development of the scheme, with initial launch to the first users of the National Retraining Scheme in 2019.

NHS England and Health Education England (HEE) are working together with the profession to increase the general practitioner (GP) workforce. This includes measures to boost recruitment, address the reasons why GPs are leaving the profession, and encourage GPs to return to practice.
To encourage GPs to work in areas of the country identified as hard to recruit, NHS England and Health Education England have funded the Targeted Enhanced Recruitment Scheme. The scheme funds a £20,000 salary supplement for GP trainees who commit to spending their three years of speciality training in areas of the country where GP training places have been unfilled for a number of years. There were 122 places in 2016, 144 in 2017 and 265 in 2018. In 2019 a further 276 places have been made available.
To ask the Secretary of State for Health and Social Care, if his Department will make an assessment of the potential merits of introducing a GP university tuition fee remission scheme for newly trained GPs working in areas with a shortage of GPs.

There are currently no plans to assess the potential merits of introducing a general practitioner (GP) university tuition fee remission scheme.

The independent General Practice Partnership Review, led by Dr Nigel Watson, which is due to report in early 2019, has given consideration to how to ensure general practice and the partnership model remain attractive for early-career GPs, including the provision of incentives such as additional development opportunities and support for this group.
The interim report of the review is available at the following link:

To ask the Secretary of State for Defence, how many vacant civilian staff full-time equivalent posts Defence Equipment and Support has backfilled with contractors or contingent labour in each of the last three years; and what the cost to the public purse was of those arrangements.
To ask the Secretary of State for Defence, how many vacant civilian staff full-time equivalent posts Defence Equipment and Support has backfilled with contractors or contingent labour in each of the last three years; and what the cost to the public purse was of those arrangements.
Contingent labour is only used for instances where Defence Equipment and Support (DE&S) does not have the specialist skills it needs in-house, or for urgent requirements where normal recruitment activities would not fill the post in time with a civilian or military employee.
The cost and average number of contingent labour personnel used by DE&S in each of the last three financial years is shown in the table below.
Year | 2017-18 | 2016-17 | 2015-16 |
Cost (£ million) | 27.8 | 42.6 | 27.1 |
Average number (Full time equivalent) | 254 | 358 | 292 |
I beg to move,

I thank my hon. Friend and neighbour for securing this important debate. My constituents also use the Mid Yorkshire Hospitals NHS Trust. There are still several hundred nursing vacancies there, and that is having a significant impact on the delivery of patient care. Does she agree that the chaos of...

I shall go on to discuss that in more detail, but my hon. Friend and neighbour is absolutely right. We have both been in meetings with the trust where that has proved to be of great concern to it.

On a similar subject, is the hon. Lady aware that Oxford University Hospitals agreed today to fund the cost of obtaining settled status for EU nationals who work there?

That is something that we have discussed with our trust. The cost should not necessarily fall on the shoulders of the people we want to employ, so that seems like a good thing.

For Sherwood Forest Hospitals trust, which covers King’s Mill Hospital in my constituency, the latest figures show 200 nursing vacancies and, since nursing bursaries were abolished, a 32% decline in those applying to do it. Is it not time to bring nursing bursaries back?

I absolutely agree that training for this most lauded position should not be done at the cost of nurses themselves.

Certainly, funding and support should be given to frontline staffing. I will go on to talk about how I see that playing out.

Does my hon. Friend share my concern that, as a direct result of staffing shortages at Dewsbury and District Hospital, the midwife-led birthing unit has had to be closed several times? Capacity, particularly in midwifery, is a massive issue, and midwife recruitment is also a problem. A mum who is about to have a baby wants to make sure that they are guaranteed a bed and a midwife who will be with them throughout the process, so of course that is...

I congratulate the hon. Member for Batley and Spen (Tracy Brabin) on securing this debate and on highlighting the biggest challenge facing the NHS: the creeping workforce crisis that has been evolving for some time now. We are now seeing that crisis beginning, in real terms, to affect patient care.
