The Immigration Enforcement National Command and Control Unit (IE NCCU) is the IE 24/7 point of contact for all UK Police Forces. The unit is staffed by Immigration Officers who provide advice on the immigration status of individuals. When appropriate the team initiate immigration enforcement action, safeguard vulnerable individuals, refer cases to and signpost Police partners to other Home Office Teams. NCCU is also the central point of contact for IE critical incident coordination.
The following partners have varying levels of access/services through the NCCU:
- UK Police Forces
- HM Revenue and Customs
- Judiciary, including the Procurator Fiscal
- Local Safeguarding Children Partnerships
- National Crime Agency
- Unseen (Modern Slavery Helpline)

All incumbent and incoming franchisees are required to comply with the provisions in their respective Franchise Agreements. This includes the provisions relating to the use and transfer of data held by the incumbent. The incoming and outgoing franchisees must also comply with the terms of the General Data Protection Regulation 2016 and the Data Protection Act 2018. In the case of the West Coast Partnership mobilisation, the Department expects both operators to adhere to these requirements to enable a smooth transition for passengers in time for day one operations under First Trenitalia.

It is Special Educational Needs (SEN) that is the main focus of our data collection and dissemination in relation to children and young people. This is because our policy is to focus efforts on the impact of conditions (some of which are disabilities) on the educational experience of the individual and how barriers to individuals’ learning and participation in education can be removed.
SEN is defined as a learning difficulty or a disability which calls for special educational provision to be made for the child or young person. So, in the schools data we publish on SEN, those pupils whose disability requires special help in school are included in the SEN figures. We do not therefore consider it appropriate to collect information separately on disability as well.

In the event of the UK leaving the EU without a withdrawal agreement, the Government will introduce a new public database of conformity assessment bodies that are able to assess products against UK regulations, called UKMCAB. UKMCAB will be publicly available on exit day. UK Notified Bodies form an important part of our economy and as such under the new regulatory regime they will automatically become UK approved bodies and be uploaded to UKMCAB after exit day.

In June 2018 the Government announced the launch of a National Data Strategy. The team of 13 has been allocated £349,000 for delivery of the strategy and its associated research programme and consultation. There is no budget allocated for the implementation of the strategy. This will be reviewed once the strategy is agreed.

There is an increased desire for standards and guidance for application programming interfaces (APIs) due to their increasing popularity and the benefits they offer to departments and their users.
APIs are being used more frequently within government because they assist the interoperability of databases in an affordable and user-friendly way.
While APIs allow interoperability to enable data sharing, in government they are programmed to only share small subsections of data or “attributes”, thereby protecting identity and limiting the specific data available.

My Department continues to work closely with operational partners and engage with EU Member States to prepare for our departure from the EU in October. If necessary, we will be ready to transition our cooperation with EU Member States to alternative, non-EU arrangements where available. Broadly speaking, this would mean making more use of Interpol, Council of Europe instruments and other forms of co-operation with European partners, such as bilateral channels. In a no deal scenario requests for criminal records information would be facilitated under the 1959 Council of Europe Convention on Mutual Legal Assistance. The 1959 Convention is already used as the basis for exchange with a number of other countries.
As regards SIS II, we will be able to continue to cooperate through pre-existing bilateral channels or Interpol, as was the case before 2015 when the UK connected to SIS II.Whilst these alternative arrangements are not like-for-like replacements, they are tried and tested mechanisms that we already use for cooperating with many non-EU countries. The UK will continue to be one of the safest countries in the world in the event of no deal.
