To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent representations he has made to the Iranian authorities on the treatment of Christians in that country.
Iran's human rights record continues to be of serious concern to the UK, and the Foreign and Commonwealth Office has designated it as one of its Human Rights Priority Countries. We regularly raise the treatment of religious and ethnic minorities in Iran with the Iranian Government, and we continue to take action with the international community to press Iran to improve its poor record on all human rights issues. At the UN General Assembly in September, we brought the international community together at a UK-hosted event to shine a spotlight on Iran's human rights abuses. We will also be using Iran's forthcoming Universal Periodic Review in November, to raise concerns about the ongoing discrimination and targeting of religious minority groups, including the Christian community.

We are aware of reports about the continued harassment and mistreatment that the Christian and other minority groups face. The continued restrictions on freedoms of expression, religion and belief are deeply worrying. While some religious minorities are formally protected in the constitution, the reality is that many non-Muslims face discrimination. Despite constitutional recognition, the persecution of Christians has been continuous, systemic, and institutionalised.
We support the assessment of the UN Special Rapporteur on the Situation of Human Rights that discrimination against the Christians in Iran is sanctioned by a lack of constitutional recognition and the absence of other legal protections for adherents of this faith. We regularly call upon Iran to cease harassment of all religious minorities and to fulfil its international and domestic obligations to protect freedom of religion or belief. Work has begun to implement the recommendations from the Bishop of Truro’s Review in a way that will bring real improvements in the lives of those persecuted because of their faith or belief.

We remain fully committed to the Joint Comprehensive Plan of Action (JCPoA), a key achievement of the global nuclear non-proliferation architecture, which is in our shared security interests. Since July, Iran has exceeded key JCPoA limits on uranium enrichment, uranium stockpiles and on 7 September announced suspension of the JCPoA's nuclear research and development restrictions. We are deeply concerned by Iran's steps to reduce compliance with the deal. We are working closely with remaining JCPoA parties to address this and we urge Iran to reverse the steps it has taken.

We have significant concerns over Iran's ballistic missile programme, which is one of the largest in the region. We continue to take action with the international community to encourage Iran to play a transparent and constructive role in regional affairs, and have repeatedly urged Iran to comply with UN Security Council Resolution 2231's call for Iran not to develop nuclear-capable missiles.

The UK fully supports the International Atomic Energy Agency's (IAEA) efforts to monitor, investigate and report Iran's nuclear activity. The UK has consistently urged Iran to offer full and timely cooperation to the IAEA, which will build international confidence in the peaceful intentions of its nuclear programme. We strongly urge Iran to fully comply with its legal obligations under its Comprehensive Safeguards Agreement and Additional Protocol.

We are aware of these reports. We have long expressed our deep concerns about the destabilising activity of the Islamic Revolutionary Guard Corps (IRGC) both within and outside Iran, including its illicit economic activity and its role in Iran’s ballistic missile development and support to militant and proscribed groups around the region. We call on Iran urgently to cease all forms of destabilising activity. As E3 leaders said in their 23 September statement, “the time has come for Iran to accept negotiation on a long-term framework for its nuclear programme as well as on the issues related to regional security, including its missile programme and other means of delivery”.

Lord Ahmad of Wimbledon hosted an event at the UN General Assembly on 25 September to call out the failings of the Iranian judiciary in its handling of dual national cases.

The Prime Minister raised his concerns about dual national detentions with President Rouhani on 24 September, the Foreign Secretary did so with Foreign Minister Zarif on 17 September and Lord Ahmad of Wimbledon hosted an event at the UN General Assembly on 25 September to call out the failings of the Iranian judiciary. I raised my concerns about these cases with my Iranian counterparts when I visited Tehran in June.

The Government remains extremely concerned about the welfare of British-Iranian dual nationals detained in Iran, including Anoosheh Ashoori. Iran does not recognise dual nationality and therefore does not permit access to British-Iranian detainees. We are committed to ensuring that we do everything we can, including continuing to press the Iranian authorities for consular access.
