To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the potential merits of a memorial to people who suffered under Nazi occupation in Jersey and the Channel Islands during the Second World War.
There are a number of memorial plaques to the people who suffered under Nazi occupation in the Channel Islands. We envisage that their story will be featured in the proposed Holocaust Memorial and Learning Centre in Victoria Tower Gardens, Westminster.
That this House welcomes the creation of the Cardowan Pit Memorial in Stepps; recognises the importance of Cardowan Pit to the local community during its sixty years in operation; believes that the memorial serves as a fitting tribute to the over fifty-five men who lost their lives working in the pit; notes the historical significance of Cardowan Pit for the trade union movement with figures such as Mick McGahey and Nicky Wilson having worked there; commends the efforts of Councillor John McLaren, Robert Meek, Sheila Stuart and Campbell Provan in leading the Cardowan Pit Memorial Project; and congratulates all those involved in the successful unveiling ceremony of the Cardowan Pit Memorial.

To ask the Secretary of State for Housing, Communities and Local Government, what steps he is taking help ensure that Memorial 2007 has the necessary funding required before November 2019.
We carefully consider each request for funding. Memorial 2007 approached MHCLG last year and unfortunately the Department was unable to provide support at that time. We are supportive of the aims of the monument and the organisation. The suffering caused by slavery and the slave trade is among the most dishonourable and abhorrent chapters in human history. The International Slavery Museum in Liverpool is an example of a memorial that educates citizens about this dark time in our shared history.

The wrecks in question – the SMS Kronprinz Wilhelm, SMS Konig, SMS Markgraf and SMS Karlsruhe – lie within Scapa Flow, Orkney. They are protected as scheduled monuments under the terms of the Ancient Monuments and Archaeological Areas Act 1979. Designation of scheduled monuments is a devolved matter for the Scottish Government and it has given responsibility for this to Historic Environment Scotland.
Many scheduled monuments are owned privately and their ownership can change. This does not change their protected status. The proposed sale of the wrecks by their current owner does not change the fact that they are scheduled monuments. Permission to undertake works to the Scapa Flow wrecks will continue to require the prior written consent of Historic Environment Scotland.
Historic Environment Scotland and the Scottish Government is considering changing the designation of the wrecks from scheduled monuments to a Historic Marine Protected Area, a designation which was introduced in Scotland by the Marine (Scotland) Act 2010. A public consultation about this proposal has recently taken place and the results will be published soon. Decisions about designating Historic Marine Protected Areas are taken by Scottish Ministers.
