On 27 October, the Chancellor of the Exchequer announced the winners of the first round of the Levelling Up Fund. This will see £1.7 billion of funding allocated to 105 projects. Citizens across the UK can expect to see projects getting underway from early 2022.
305 Levelling Up Fund bids were received on time, of which 105 were successful. Unfortunately, data is not held for bids at constituency level. The attached table provides a breakdown of the 305 Levelling Up Fund bids by local authority area.

Thrombectomy is available in 24 centres in England. There are two non-neuroscience centres currently under development to provide access to thrombectomy.
The National Health Service is committed to increase the delivery of mechanical thrombectomy to 10% of patients. The latest data shows that 2.3% of patients are receiving a thrombectomy following a stroke. In early 2022, NHS England will undertake a quality review with each region to understand and resolve the biggest local barriers to increasing this rate.

Intergovernmental Relations (IGR) is a cross-government priority, involving officials in all Government Departments. There is a dedicated team in the Cabinet Office, based across the UK, focusing on IGR specifically and supporting the Secretary of State for Levelling Up, Housing and Communities in his role as Minister for Intergovernmental Relations.

At Budget, the government announced £82 million to create a network of family hubs. This is part of a wider £300 million package to transform services for parents, carers, babies and children in half of council areas across England.
It is critical that this investment benefits families most in need. We will set out more detail in due course.

The UK Holocaust Memorial Foundation conducted a very extensive comparison of possible sites before recommending that Victoria Tower Gardens as the most fitting site for the Holocaust Memorial in terms of its historical, emotional and political significance and its ability to offer the greatest potential impact and visibility for the project. The Government accepted the Foundation’s advice and announced on 27 January 2016 that Victoria Tower Gardens was the chosen location.

I am unable to comment on the decisions taken by the former BIS Department, to close the Sheffield office as part of the BIS 2020 programme and relocate policy roles to London, as this was taken by senior officials from a legacy department. Following the EU Exit referendum in 2016, the consequential machinery of government change that brought about the formation of the new BEIS department, also brought an end to the BIS 2020 programme and since then, BEIS policy roles have not been confined to London only.
BEIS’ contribution to the Government’s Places for Growth agenda was agreed in 2019/20 and forms part of the overall 22,000 roles that are being relocated, of which our commitment is 1350 roles outside London by 2025. Support is in place for line managers and members of staff working in these new locations, including managing cross-site teams. As the organisation becomes less London-centric, we will see a cost saving for the Department.

Treasury Ministers and civil servants take their responsibilities to Parliament seriously and providing accurate information to Parliament is accordingly a high priority.
The Answer to Question 79347 referenced the Answer to Question 73813, which contained an inadvertent error that was corrected as soon as we became aware.

As of 19 November 2021, prisoners living in the female prison estate were, on average, 46 miles away from their origin address.

There are complex and wide-ranging issues involved in transferring and locating prisoners, and allocation decisions must reflect both the specific needs and circumstances of the prisoner, including their security assessment, as well as the operating environment and range of services at the receiving prison.
HM Prison and Probation Service is committed to ensuring, where practicable, that prisoners are accommodated as close as possible to their resettlement communities and families. Whilst this is a priority, it is not always possible due to a variety of factors including wider population pressures, or where prisoners have specific sentence planning needs which can only be met at certain establishments.

I understand that an initial site search put forward Captains Clough as a preferred option, but we are aware of the concerns raised by my hon. Friend and others, and that a local group has submitted a village green planning application. We are exploring options with the local authority to resolve those concerns, but of course I would be delighted to meet my hon. Friend to discuss the matter further.

There are currently no plans to move Civil Servant jobs in the Department for Transport to York. The department has committed to have 650 roles across Leeds and Birmingham by 2025, in support of the Government’s commitment to relocate 22,000 Civil Service roles out of London and the South East. There are currently no confirmed plans for any of the Department’s non-departmental bodies to move to York. The Department will continue to work with the Places for Growth Programme based in the Cabinet Office to consider locations outside of London and the South East as part of our future workforce strategy.
With respect to the GBR headquarters, the location for this has not been decided and the details of the selection process will be announced shortly.

Defra has one of its four core hubs in York which is home to core department staff and many of our arm’s length bodies, including the Animal and Plant Health Agency, Rural Payments Agency, Marine Management Organisation and the Environment Agency. In September 2021 Defra had 875 civil servants in York, including 539 from the core department. This equates to around 8.8% of all our core Defra staff.
As announced on 19 November 2021 Defra is working to increase the number of roles outside London, including moving more to York. This will help deliver the Government’s places for growth programme, which is working to move 22,000 civil service roles out of London by 2030.

As part of Budget 2020, the Government committed to relocating 22,000 Civil Service roles from Greater London to locations across the UK, with the Places for Growth Portfolio delivering on this commitment.
Home Office location decisions take into account a range of factors including our operating models, workforce and location analysis. The Home Office will select places that we assess to have the skills, transport links and capacity to meet our needs and flourish in our chosen locations, as well as ensuring locations are suitable for the long term success and sustainability of the Civil Service.

We have a statutory obligation to provide support to destitute asylum seekers. Under the Nationality and Borders Bill, we intend to end the use of hotels and introduce accommodation centres for these individuals. The use of accommodation centres will build on the existing asylum estate and will enable asylum claims to be handled more expediently and facilitate the removal of those whose application has been refused or deemed as inadmissible.
This government is committed to the objectives set out in the New Plan for Immigration and we are exploring with all Government Departments, the role that they can play in enabling the Home Office to meet this urgent need.
