The Government does not propose to invest further in OneWeb. Seventy percent of OneWeb’s workforce is UK-based. In addition, the active component of OneWeb’s current generation of satellites (the payload) is manufactured in the UK by Teledyne.
OneWeb is aware of the Government’s ambition for it to further expand UK content in its satellites, including onshoring the manufacturing of its second-generation satellites.

The Government’s investment was not predicated on OneWeb’s ability to provide PNT services. Future generations of OneWeb satellites may have the ability to enhance the resilience of a sovereign UK PNT system, together with terrestrial options.

OneWeb has now raised $2.4bn of equity commitments from investors and while the most recent funding rounds are going through standard regulatory approval processes, we expect the company to begin generating revenues and profit in the coming years following the introduction of commercial services.
There are currently eight directors on the board, of which the Government holds three seats. These roles are currently filled by Hugo Robson (BEIS), Tom Cooper (UK Government Investments), and Rob Woodward (Chair of the Met Office). The board will expand in the coming months as recent investments receive regulatory clearance and independent directors are appointed.
The Government benefits from a number of board and shareholder reserved matters including some specific Government-reserved matters related to, among other things, the future sale of the company, future access to OneWeb technology and veto rights on the grounds of national security.

Details of satellite production and manufacturing are a commercial matter for the company. However, the Government would of course welcome R&D and manufacturing activity in the UK as part of efforts to grow the UK space sector.
The Space Based PNT programme is continuing to evaluate options for future PNT resilience in the UK.

Since the Government’s investment, OneWeb has launched 180 satellites, bringing the total number of satellites launched to 254.
OneWeb satellites are currently manufactured in Florida, USA. The payload (the active component), for the satellites is manufactured in the UK.
OneWeb currently utilises heavy launch via their ArianeSpace contract executed through the Soyuz launcher at Vostochny in Russia.

Launch decisions are a business matter for OneWeb. The company is aware of the UK’s ambitions to launch satellites from Cornwall and Scotland by 2022 and will be encouraged to utilise this launch capability.
Based on market analysis conducted to date by the UK Space Agency, we are confident there is a market to support planned UK spaceports in Cornwall, Sutherland, and Shetland.

The UK is committed to ensure increasing level of commercial activity in space is carried out sustainably. We are working with industry to develop regulatory frameworks that promote safety and helping to facilitate international consensus on responsible behaviours in space.
Alongside our partners from the space sector, the Government are working with the UN and the European Space Agency to improve sustainability guidelines and to develop new ways of reducing the risk of collisions in space and removing space debris and have raised space sustainability as an issue for discussion at this year’s G7 meeting.

The government is investing £5 billion to deliver gigabit-capable broadband to the hardest to reach 20% of premises in the UK. Our approach is technologically neutral but, at present, satellite broadband does not meet the technical specification for funding under the £5 billion programme.
OneWeb was acquired by a consortium led by the UK Government and the Bharti Group in October 2020: both investing $500 million for 42%, creating a $1 billion equity investment. This is not part of the government’s £5 billion investment to deliver gigabit-capable broadband. OneWeb’s LEO satellite constellation will deliver high-speed, low latency internet both in the UK and internationally. This is an opportunity for the UK to promote its interests globally - with access to a global fleet of satellites that have the potential to connect people across the globe, providing broadband from the Shetlands to the Sahara and from Pole to Pole. OneWeb has launched a total fleet of 110 satellites in orbit and is currently scheduled to commence commercial services by the end of 2021, with global coverage planned for 2022.

OneWeb currently has 110 satellites in orbit, with an additional 36 satellites due to be launched on 25th March. The launch pipeline is planned to complete UK coverage this year, so that commercial service introduction can be commenced in the UK by the end of 2021. Global coverage is planned for 2022.
