The Department provides annual funding to improve the condition of school buildings, and has committed £1.8 billion this financial year, including £2.3 million for Dorset Council. The Government’s school rebuilding programme will transform buildings in 500 schools over the next decade, prioritising those in the poorest condition and those with safety issues.

My former secondary school, the Gryphon School in Sherborne, has reached a point at which the temporary classrooms are so bad that there has been a request for severe needs funding to sort them out. These are temporary classrooms in which I was schooled 25 years ago, and we have been asking about this matter for a very long time. Will my right hon. Friend kindly prioritise our request, so that the school can bring about the vital improvements that are required? I would be delighted to hear when that might happen.

My hon. Friend has meticulously, passionately and repeatedly made the case to Government for investment in the replacement of temporary buildings at the Gryphon School. Bids for the school rebuilding programme are being assessed by officials, and we expect to confirm the selection of up to 300 schools during the current financial year—in fact, we hope to make an announcement by the end of December.

Rural clergy play a crucial role at the heart of their communities, for which I know my hon. Friend is, like me, deeply grateful. I regularly raise this issue with the Church. In his diocese of Salisbury more than £1.25 million has been invested to support rural ministry in the Renewing Hope Through Rural Ministry and Mission project.
Let me say to my hon. Friend that we have a couple of vacancies in my benefice, and I hope he will feed back on that point. I would be particularly interested to understand what proportion of stipendiary clergy goes to long-established small and rural parishes, versus what proportion goes to more resourced churches, fresh expressions, and other new or novel forms of church.

I can tell my hon. Friend that 24% of the population live in rural parishes, and are supported by 38% of total stipendiary clergy. The figures he asks for are not held centrally as they are decided at diocesan level. I commend to him the Caleb stream, which often enables self-supporting clergy to serve in rural parishes, and of which many bishops are supportive.

Scottish Power, Bulb and E.ON are just three of the many energy suppliers that say they provide 100% renewable electricity, yet constituents of mine in West Dorset are baffled that the energy regulator allows those prices to rise on a par with oil and gas. Will my right hon. Friend confirm that she is on the side of the consumer in her energy policy, which we will hear about tomorrow?

I certainly am on the side of the consumer. We need to ensure that we deal with all the issues in the energy market and the way that energy is regulated. I will certainly be saying more about that tomorrow.

Improving the condition of schools is a priority for the Department, which is why we have allocated more than £13 billion for that purpose since 2015, including £1.8 billion committed this year. Dorset local authority was allocated £2.3 million to invest in maintained schools this year and there were five successful condition improvement fund projects approved.

I know that my hon. Friend has passionately and repeatedly made the case to Ministers for investment in replacing temporary buildings at The Gryphon School. Nominations to the school rebuilding programme are being assessed, and we expect to confirm up to 300 schools this year. He will understand that I cannot make commitments to an individual school at this stage. I understand that the Dorchester Middle School submitted an appeal to its unsuccessful condition improvement fund application. All appeals are now being carefully considered, and we expect to announce outcomes shortly.

We have contacted all local authorities not receiving immediate BSIP funding and are working with them to help improve their local bus services.
The Dorset BSIP has returned no investment to rural Dorset. In the light of that, will the Minister consider giving Dorset Council the power to run its own services? Will she also consider enabling journeys using concessionary bus passes to attract the full commercial value of that journey to the operator?

I thank my hon. Friend for his determination to secure better bus services in West Dorset. In our national bus strategy, we committed to reviewing the annual concession reimbursement guidance and calculator that he refers to. I reassure him that we will continue to fund the practical support to develop enhanced partnerships. I know he has frequent meetings with my noble Friend in the other place, Baroness Vere, in which he will be able to discuss his specific question further.

Abbotsbury Road Surgery closed to patients in March 2019 and the contract was returned. Registered patients were assigned to local practices to ensure the continuity of care. Since the closure of Abbotsbury Road surgery, there have been discussions on a potential new building at Chickerell, although this is currently on hold.

The Church of England is part of the World Council of Churches, the Conference of European Churches and the Churches’ Commission for Migrants in Europe, and works in all those bodies to respond to the challenges of the largest movement of people since the end of the second world war.

Friend doing to give the Groceries Code Adjudicator some more teeth to make sure that supermarkets do not inappropriately take advantage of the difficulties that we see with food prices? As he will well know, a lot of farmers face great pressure from supermarkets, and some would argue that they actually control the prices that farmers get when that is not really how it should be.

The supermarket adjudicator has, in recent years, made good progress in bringing transparency to the way relationships work between suppliers and the supermarkets. In addition, through the Agriculture Act 2020, we have introduced new powers so that in future we will be able to regulate and improve the transparency and fairness of contracts between farmers and processors.
In Dorset we are taking care of 20 orphaned children who have lost their trafficked parents in illegal but also fatal crossings of the English channel. Now that the Church of England bishops are making co-ordinated political statements, can my hon. Friend tell me what advice the Archbishop of Canterbury is offering to prevent such situations from happening in the first place so that no more children are orphaned during illegal channel crossings?

Let me first thank all those in Dorset who are caring for the children who lost their parents while they were being trafficked across the English channel. Our hearts go out to them, and we must do everything possible to prevent further such fatalities.
I can tell my hon. Friend that the bishops in the House of Lords have called for more safe routes for allowing asylum seekers to apply at UK embassies, and for better co-operation with the French on the processing of applications across the channel.

I recently met my hon. Friend, who has been a persistent champion of his local school. The Department provides funding annually to improve school buildings and has allocated £11.3 billion since 2015, including £1.8 billion this financial year. We have also opened the next round of our school rebuilding programme, which will transform 500 schools over the next decade.
I thank my hon. Friend for his answer. He will know full well that I have been supporting the Gryphon School in Sherborne to fix its dilapidated temporary classrooms. The school has just submitted a severe needs funding request in order for us to replace those temporary classrooms. Will he review that and support the submission so that we can fix the issue?

I recognise that my hon. Friend has consistently pressed the case for his old school in this Chamber and through meetings with myself and with colleagues in the Lords. The next round of our school rebuilding programme has now opened. We expect to select around 300 projects this year, and our aim is to prioritise those with the greatest condition needs. I welcome the fact that a bid has gone in from his school, demonstrating that condition need. Although I can assure him that he has done everything that he can to draw the attention of our Department to these issues, he will understand that I cannot commit to any individual school until the selection process is complete.

To ask the Secretary of State for Work and Pensions, what her Department's policy is on resolving universal credit overpayments in the event that the overpayment is due to an error by her Department.
To ask the Secretary of State for Work and Pensions, what her Department's policy is on resolving universal credit overpayments in the event that the overpayment is due to an error by her Department.
Where Official Error overpayments do occur in a very small number of cases, the introduction of the 2012 Welfare Reform Act means that all overpayments of Universal Credit are recoverable.
Where recovery is made by deduction from Universal Credit, there is a limit placed on the overall amount that can be deducted which is currently 25% of the Standard Allowance. Moreover, a priority order is applied, which determines the order in which deductions can be made, with ‘last resort’ deductions, such as rent or fuel costs, taking precedence.
Anyone with overpayment deductions who does experience financial hardship is encouraged to contact the Department’s Debt Management unit. Where a person cannot afford the proposed rate, a lower amount can be negotiated.
