HMT is currently conducting a review of the Energy Bill Relief Scheme and evidence from care providers is included in that review. The Government cannot confirm which sectors will receive further support after 31st March 2023 until the end of the review, which will report by the end of this year.

This Department sponsors the hospitality sector and assesses the state of that sector on an ongoing basis. We also work closely with DEFRA on support for key supply chain companies, including the UK’s small and independent breweries, and maintain regulator contact with the Society of Independent Brewers.
The Government recognises hospitality businesses are facing higher costs driven by global factors, including high energy and cost of living pressures. The Energy Bill Relief Scheme ensures that businesses are protected from excessively high energy bills over the winter period.

Councils are responsible for the oversight, administration and publication of their local Assets of Community Value scheme. The Government does not hold a central list of this information and does not require Local Authorities in England to submit updates on the number of Assets of Community Value which they have listed or rejected.

The Government keeps the duty rates under review during its yearly budget process and aims to balance the impact on businesses with its public health objectives.
The alcohol duty uprating decision and interactions with the wider reforms to alcohol duties will be considered in due course.
The next steps of the Alcohol Duty Review announced in the Growth Plan will continue as planned. This includes the introduction of the new lower duty rate for draught beer and cider due to be implemented from 1 August 2023.

At Autumn Statement 2022, the government announced it would extend and increase the Retail, Hospitality and Leisure relief from 50 per cent to 75 per cent, up to a cash cap of £110,000 per business in 2023-24. This is a tax cut worth over £2 billion which is expected to benefit around 12,000 pubs.

BEIS is monitoring the impact of energy prices on businesses and recognises the scale will vary depending on business type and type of contract or tariff.
The recently announced Energy Bill Relief Scheme ( https://www.gov.uk/government/news/government-outlines-plans-to-help-cut-energy-bills-for-businesses) ensures that all businesses and other non-domestic customers are protected from excessively high energy bills over the winter period. A review of the scheme, to be published in three months, will identify the most vulnerable non-domestic customers and how the government will continue assisting them with energy costs after the initial six months.
The Government is also providing support via with business rates relief, freezing alcohol duty rates on beer, cider, wine and spirits, and increasing the employment allowance.

The Health and Safety Executive (HSE) already has in place an effective regulatory regime to protect employees from substances hazardous to health in the workplace under the Control of Substances Hazardous to Health (COSHH) Regulations 2002. The regulations place duties on employers, including those running clean-in-place systems in a brewery, to assess the risk of exposure to substances hazardous to health arising from their activities. HSE publishes Workplace Exposure Limits to help employers define the standard they need to meet. Arising from this, employers are required to put in place appropriate controls to prevent or control exposure of employees to those substances hazardous to health by inhalation, ingestion etc. in the workplace.
The COSHH Regulations 2002 also set out a hierarchy of control measures that should be applied when assessing the effective prevention or control of exposure to substances hazardous to health. Any requirement for an individual brewery to use leakage detection devices should be identified in the risk assessment process and provided by the employer.

That this House congratulates Belhaven Brewery, Scotland's oldest working brewery, on receiving three awards for its visitor centre and it's Scottish Oat Stout at the World Beer Awards; understands that the visitor centre won the highly coveted Visitor Attraction of the Year title in the competition's inaugural Icons of Beer sector, and that Belhaven's Scottish Old Stout was crowned the World's Best Oatmeal Stout after winning the UK's Best Oat Stout in August; notes that the visitor centre underwent a multi-million-pound refurbishment last year before being officially opened by Paralympic medal winner Maria Lyle; and acknowledges that Belhaven Brewery was established in 1719 and is known today as The Home of Scottish Brewing and produces more than three hundred types of premium beers and ales.
