We are designing the schemes to be simple, flexible, fair and accessible to as many types of farmers and land managers as possible, including tenant farmers. We are aiming to remove barriers to tenants entering schemes where possible, such as in the Sustainable Farming Incentive where tenants can enter without their landlord's explicit consent and tenants with annually renewing tenancy agreements can enter if they expect to have management control for the duration of their 3-year agreement. The independent Rock Review on the tenanted sector, led by Baroness Rock, noted that SFI’s agreement length and no penalty exits when management control of the land is lost unexpectedly have made the scheme more open to tenant farmers. The first round of Landscape Recovery was open to any land manager or groups of land managers, including tenant farmers, that could pull together a 500 to 5,000 hectare project of broadly contiguous land in England - around half of the 22 projects selected for round one involve tenant farmers. We are monitoring how these schemes are working for tenants and any impacts on tenants as part of the schemes' Monitoring, Evaluation and Learning.
The Secretary of State for Environment, Food and Rural Affairs announced on 1st December that rather than delivering the new Local Nature Recovery scheme as previously planned, we would build on the success of the existing Countryside Stewardship scheme to achieve the ambitious outcomes we had intended to deliver through Local Nature Recovery. This evolution was recommended by the Tenancy Working Group in the early conversations with Defra, with the group stating that many tenants were comfortable and familiar with CS. We are continuing to develop the Countryside Stewardship scheme, the Sustainable Farming Incentive and Landscape Recovery schemes through co-design with stakeholders, farmers, foresters, and other experts while considering the recommendations of the Rock Review to inform our decisions on tenanted land in these schemes.

A diverse and vibrant tenanted sector is vital to the future of agriculture, and we want all types of farmers and other land managers, including tenants, to get involved with the new schemes. That’s why government commissioned the Rock Review, and we are now considering over 70 recommendations.
We have already implemented some of the recommendations, including designing the Sustainable Farming Incentive scheme to be accessible to tenants, including those with shorter term agreements.

As of 30th November 2022, there were 834 farmers taking part in the Sustainable Farming Incentive (SFI) Pilot scheme. Using the criteria of having at least one land parcel within the categorisation of being in a Less Favoured Area, there are 109 upland farmers.

The Energy Bill Support Scheme (EBSS) Alternative Funding will provide a £400 discount from energy bills for the small percentage of domestic households who are not reached through the main EBSS fund. This includes those who do not have a direct relationship with an electricity supplier, or who get their supply through a commercial intermediary. Further details on how this will affect those who live in farmhouses, as well as timescales and method of delivery, will be announced in the coming weeks.

To ask His Majesty's Government what discussions they have had, if any, with the Environment Agency about increasing the number of on-farm reservoirs; and whether they will make their advice public.
The Farming Transformation Fund (FTF), part of the overall Farming Investment Fund, provides grants towards large capital items such as on-farm reservoirs for water management to help agriculture businesses improve productivity, profitability, and environmental sustainability. The Environment Agency (EA) continues to support the Rural Payments Agency (RPA), who administer this fund by determining the abstraction licences associated with these applications.
In response to customer feedback, the RPA extended the full application submission deadline for the Farming Transformation Fund water management applications from 30 June until 30 September 2022. It also extended the deadline for the submission of planning permission and abstraction licences from 31 December 2022 to 31 March 2023.
The RPA has also sent out a second tranche of projects to submit FTF water management full applications. The deadline to submit a full application is 30 November 2022. The deadline for the submission of planning permission and abstraction licences, where they are required for a project, is 31 May 2023.
