To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the current relationship between the Federal Government of Iraq and the Kurdistan Region.
The UK supports a strong relationship between the Kurdistan Regional Government and Federal Government of Iraq and we want to see a strong and successful Kurdistan region within a thriving Iraq. We continue to encourage cooperation between Baghdad and Erbil to resolve outstanding issues, including around budget, security cooperation and the oil and gas sector.

I met the President and Foreign Minister of the newly installed Iraqi Government when I was in Egypt, and we of course have a very good working relationship with both Irbil and Baghdad. It is
in the interests of all Iraqis that the relationship between Irbil and Baghdad is fruitful and we will continue to invest diplomatic effort to ensure that continues.

We are aware of the reported detention of Harem Rafat Fatah in the Kurdish region of Iraq and have assessed that it does not imply changes to Foreign, Commonwealth and Development Office policies. The UK is a vocal supporter of human rights in the Kurdistan Region of Iraq. This includes supporting a timely investigation and a fair trial for all suspects. Where we have concerns about due process or human rights we raise these with senior members of the Kurdistan Regional Government.

The Yazidi community has suffered immense pain and loss as a result of the abhorrent crimes inflicted by Daesh. The UK advocated strongly for the passing of the Yazidi Survivors' Law in March 2021 and the establishment of the Directorate of Yazidi Affairs. The Directorate is responsible for searching for survivors and supporting judicial and investigative bodies on holding perpetrators to account. In parallel, we have also provided £2 million to the UN Investigative Team to Promote Accountability for Crimes Committed by Daesh (UNITAD). The UK joined likeminded partners in committing to support Yazidis displaced or abducted by Daesh in a Joint alliance statement issued in October 2021. We will continue to press the newly formed government on the importance of these issues, including searching for those missing Yazidi women and children abducted by Daesh.

The UK recognises Turkey's legitimate security interests in Syria and Iraq and is closely monitoring the situation. It is important that the risks to civilians and to the security and stability of the region are minimised. FCDO Ministers and senior officials engage with Turkey regularly on issues of regional security. The Foreign Secretary last met Turkish Foreign Minister Mevlüt Çavuşoğlu on 30 November.

The UK condemns the continued attacks by Iran of areas in the Kurdistan Region of Iraq. Iran must cease its indiscriminate bombardment of Kurdish towns which has led to the loss of innocent lives and damaged civilian infrastructure. These attacks are a violation of Iraq's sovereignty and territorial integrity and are wholly unacceptable. They demonstrate a repeated pattern of Iranian destabilising activity in the region. The UK has condemned Iranian infringement of Iraqi sovereignty alongside likeminded partners at the United Nations Security Council. The UK remains committed to the security and sovereignty of Iraq and will continue to work with the Government of Iraq and Kurdistan Regional Government to ensure this.

To ask the Secretary of State for Defence, how many personnel have been medically discharged from the armed forces due to permanent hearing loss or damage following following involvement in (a) the Afghanistan War from 2001 and (b) Iraq War from 2003.
Between 1 January 2001 and 30 September 2022, a total of 2,170 UK Regular Armed Forces personnel were medically discharged with a principal or contributory cause of hearing loss/damage, of which 1,455 had been previously deployed to either Afghanistan and/or Iraq. The breakdown of the figure is provided below:
1,119 had been deployed to Afghanistan.
839 had been deployed to Iraq.
Personnel may have deployed to both Afghanistan and Iraq therefore the breakdown cannot be summed. The medical discharges included in this response cannot be attributed to deployment to Afghanistan or Iraq. This means that the hearing loss/damage may not have been sustained when on deployment and the subsequent medical discharge may have occurred a number of years after deployment.

The use of chemical weapons is prohibited by the Chemical Weapons Convention (CWC) and is a clear threat to international peace and security. We will continue to uphold and protect the Convention's ban on the use of chemical weapons. The Government is aware of reports that chemical weapons were used in northern Iraq. We have no direct evidence to support these claims. We continue to monitor reports of use of riot control agents in Northern Iraq.
